Abstract
This contribution was drafted in the context of the hearing of the author, as an academic, by the Senate's monitoring mission on the emergency law to combat the COVID-19 outbreak. It aims to contribute to the reflections of parliamentarians and to the public debate, regarding the appropriateness of using the envisaged digital contact tracing tool. It notes that the technical and legal analyses on the appropriateness of this tool must be carried out beyond the strict perimeter of the tool itself.
