    The objective of Water-ForCE project WP5 (Modelling and data assimilation), Deliverable 5.4 was to provide an integrated view regarding future potential for improved water modelling using satellite EO. The results of previous WPs and WP5 tasks were used to identify challenges and opportunities for integrating satellite EO data in modelling. The findings show the value of satellite-enhanced models for decision making, including recommendations for future.

    This deliverable reports the second set of policy recommendations of the SHERPA project, developed from its Multi-Actor Platforms (MAPs). It builds on the first set of recommendations for policy and actions which contributed to planning of the Long Vision for Rural Areas (LTVRA; European Commission, 2021a) and its Rural Action Plan. The second set of recommendations for future rural policies developed from the SHERPA process have been aligned to the four pillars and component building blocks of the Rural Action Plan. The process of formulating and synthesising recommendations for future rural policies was based on a continuous dialogue between MAPs, the SHERPA partners in charge of drafting Position Papers, and the SHERPA Think Tank. The draft recommendations were reviewed and debated by panels drawn from European level interests and SHERPA MAPs at the SHERPA Final Conference (1st, 2nd June 2023), Their relative importance was then ranked by participants, and a follow-up poll of members of all SHERPA MAPs.

    The Integrated Carbon Observation System, ICOS, is a pan­‐European research infrastructure for observing and understanding the greenhouse gas (GHG) balance of Europe. The major mission of ICOS is to integrate highly standardized networks from multiple domains, such as atmosphere, terrestrial ecosystems, oceans, and collect and make available standardised open data from more than 140 measurement stations across 14 European countries. Besides, as a science-based infrastructure, ICOS has been developed by addressing the Essential Climate Variables (ECVs) and in the terrestrial ecosystem domain provides both observations towards the ECV anthropogenic GHG fluxes mainly related to land use and biophysical parameters such as land surface albedo, leaf area index, aboveground biomass, and soil carbon. The aim of this study is firstly to demonstrate that ICOS terrestrial ecosystems sites can serve as network for validation of Earth Observation products and then enhance our ability to validate satellite EO data in terms of spatial and temporal coverage. To this end, focusing on the current ESA optical imaging sensors, namely Sentinel-2 and Sentinel-3, the WP provides a web-based tool for validation of satellite‐derived biophysical products against in situ data, by identifying ways how to properly scale and compare the ground-based measurements with satellite measurements: the objective is to ensure a good representativeness of the validation dataset impacted both by an inner spatial heterogeneity and temporal variability of terrestrial surfaces and a different spatial and temporal sampling between the two dataset. In detail, the project will focus on the validation of a subset of radiation and vegetation parameters, including key terrestrial ECVs, namely: Fraction of absorbed photosynthetically active radiation (FAPAR) and Leaf Area Index (LAI). The Terrascope platform was selected from an assessment of existing cloud-based data services to guarantee an effective EO data access, a good data completeness and an easy interoperability.     LA TRANSFORMACIÓN DIGITAL representa un fenómeno de cambio estructural impulsado por factores tecnológicos y por una serie de modificaciones en la forma en que la sociedad demanda los servicios. Actualmente concurren estas dos circunstancias: la irrupción de un entorno digital al que, a consecuencia de la pandemia, hemos tenido que dar cabida en múltiples aspectos de nuestra vida cotidiana (trabajo, educación, relaciones sociales, consumo, ocio, el acceso a diferentes trámites y servicios) y un contexto tecnológico que tiene la capacidad de darle cada vez más protagonismo –incremento en la capacidad de procesamiento, disponibilidad de medios para la digitalización de la información, una conectividad de alta velocidad a las redes ampliamente extendida, una capacidad de almacenamiento de datos con un pequeño coste marginal o mecanismos sencillos de tratamiento de datos. Si bien la transformación digital lleva años presente en las distintas estrategias gubernamentales y empresariales de desarrollo, es ahora cuando se pone de manifiesto, más que nunca, la importancia de poder actuar en un entorno digital, con procesos relacionados con el teletrabajo, la digitalización de las organizaciones, la prestación de servicios a distancia, la economía de la información o la inteligencia artificial. Todos ellos vinculados a una necesaria aceleración digital que se identifica como un componente esencial de contingencia e impulso económico y social pos-pandemia. En este sentido, el Tercer Sector de Acción Social en España (TSAS) sigue señalándose como un agente clave en la garantía y defensa de los derechos civiles, sociales y culturales de la ciudadanía, en especial de las personas más vulnerables, habiendo demostrado una gran capacidad de adaptación, incluso en los momentos más difíciles de la pandemia. No obstante, este sector debe ser consciente de la necesidad de adaptarse de manera ágil a un entorno cada vez más cambiante y exigente. Según el estudio "ONG del conocimiento: influir para el impacto social" (Cordobés et al., 2018) sólo un 8% de las oenegés tenía en marcha una estrategia troncal que involucrara a toda la organización para abordar en profundidad y con éxito los desafíos de la era digital. El estudio "Barómetro del Tercer Sector" realizado por la Fundación ISDI en 2019 señalaba que sólo el 33% de las organizaciones disponía de una estrategia específica de digitalización y más del 26% ni siquiera se lo había planteado. En el mismo sentido, la Asociación Española de Fundaciones, en el estudio "Transformación digital en Fundaciones" de 2019, señalaba que el TSAS se encontraba en un nivel bajo de adaptación digital en comparación a las organizaciones mercantiles y que era esencial abordar los nuevos retos digitales, desarrollando planes de acción, definiendo estrategias digitales e implementando una transformación organizativa alineada, que permitiera realizar los cambios necesarios para su adaptación al entorno digital. Así, se han promovido algunas iniciativas como el "Foro sobre Transformación Digital para el Tercer Sector Social" organizado por la Plataforma de ONG de Acción Social donde, a través de diferentes sesiones de trabajo sobre los retos de la transformación digital en el TSAS, se ha podido determinar que la problemática de las entidades, en muchos casos, es coincidente. Sin embargo, no se han conseguido articular soluciones concretas que, de manera práctica, den respuesta a las necesidades del conjunto de las entidades del sector. Aunar esfuerzos para afrontar una realidad común es esencial para fortalecerlas, avanzando de manera más rápida y haciendo un uso más eficiente de los recursos. Podemos entender, por tanto, que es necesario aportar soluciones transferibles, trabajando sobre los problemas comunes y los factores que influyen en la resistencia al cambio organizacional de las entidades con el fin de hacer sostenible la innovación social en su seno y crear una cultura de la misma.

    An aim of SHERPA, in response to the requirement in the call for tenders, was to enable citizens, researchers and policymakers from European regions to engage in dialogue for the formulation of concrete proposals on future rural policies. The SHERPA strategy for engaging with the wider public was one of a twin track of developing complementary activities at local and EU levels, through civil society groups, and by direct engagement. To deliver this strategy, resources were developed centrally and used locally through the project partners or MAPs, and developed locally, cognisant of specific issues and sensitivities.     This Deliverable presents the second set of recommendations for future research agendas. They are based upon the work of SHERPA partners and Multi-Actor Platforms (MAPs) during Phase 2 of the project, presented in the framework of the seven topics reviewed and debated by the MAPs. This second set of recommendations for agendas of research augment the first set, reported in Deliverable 7.2 (Chartier et al., 2022). Those were based on a gap analysis between the needs identified by SHERPA and its Multi-Actor Platforms (MAPs) in their contributions to the EU Communication on the Long-term Vision for Rural Areas (LTVRA; European Commission, 2021a; Chartier et al., 2021). They were augmented by a review of H2020 and Horizon Europe projects working in related areas as identified by the SHERPA web crawler and repository.

    The objective of Water-ForCE project WP5 (Modelling and data assimilation), Deliverable 5.4 was to provide an integrated view regarding future potential for improved water modelling using satellite EO. The results of previous WPs and WP5 tasks were used to identify challenges and opportunities for integrating satellite EO data in modelling.     This deliverable reports the second set of policy recommendations of the SHERPA project, developed from its Multi-Actor Platforms (MAPs). It builds on the first set of recommendations for policy and actions which contributed to planning of the Long Vision for Rural Areas (LTVRA; European Commission, 2021a) and its Rural Action Plan. The second set of recommendations for future rural policies developed from the SHERPA process have been aligned to the four pillars and component building blocks of the Rural Action Plan. The process of formulating and synthesising recommendations for future rural policies was based on a continuous dialogue between MAPs, the SHERPA partners in charge of drafting Position Papers, and the SHERPA Think Tank. The draft recommendations were reviewed and debated by panels drawn from European level interests and SHERPA MAPs at the SHERPA Final Conference (1st, 2nd June 2023), Their relative importance was then ranked by participants, and a follow-up poll of members of all SHERPA MAPs.

    The Integrated Carbon Observation System, ICOS, is a pan­‐European research infrastructure for observing and understanding the greenhouse gas (GHG) balance of Europe. The major mission of ICOS is to integrate highly standardized networks from multiple domains, such as atmosphere, terrestrial ecosystems, oceans, and collect and make available standardised open data from more than 140 measurement stations across 14 European countries. Besides, as a science-based infrastructure, ICOS has been developed by addressing the Essential Climate Variables (ECVs) and in the terrestrial ecosystem domain provides both observations towards the ECV anthropogenic GHG fluxes mainly related to land use and biophysical parameters such as land surface albedo, leaf area index, aboveground biomass, and soil carbon. The aim of this study is firstly to demonstrate that ICOS terrestrial ecosystems sites can serve as network for validation of Earth Observation products and then enhance our ability to validate satellite EO data in terms of spatial and temporal coverage. To this end, focusing on the current ESA optical imaging sensors, namely Sentinel-2 and Sentinel-3, the WP provides a web-based tool for validation of satellite‐derived biophysical products against in situ data, by identifying ways how to properly scale and compare the ground-based measurements with satellite measurements: the objective is to ensure a good representativeness of the validation dataset impacted both by an inner spatial heterogeneity and temporal variability of terrestrial surfaces and a different spatial and temporal sampling between the two dataset. In detail, the project will focus on the validation of a subset of radiation and vegetation parameters, including key terrestrial ECVs, namely: Fraction of absorbed photosynthetically active radiation (FAPAR) and Leaf Area Index (LAI). The Terrascope platform was selected from an assessment of existing cloud-based data services to guarantee an effective EO data access, a good data completeness and an easy interoperability.     LA TRANSFORMACIÓN DIGITAL representa un fenómeno de cambio estructural impulsado por factores tecnológicos y por una serie de modificaciones en la forma en que la sociedad demanda los servicios. Actualmente concurren estas dos circunstancias: la irrupción de un entorno digital al que, a consecuencia de la pandemia, hemos tenido que dar cabida en múltiples aspectos de nuestra vida cotidiana (trabajo, educación, relaciones sociales, consumo, ocio, el acceso a diferentes trámites y servicios) y un contexto tecnológico que tiene la capacidad de darle cada vez más protagonismo –incremento en la capacidad de procesamiento, disponibilidad de medios para la digitalización de la información, una conectividad de alta velocidad a las redes ampliamente extendida, una capacidad de almacenamiento de datos con un pequeño coste marginal o mecanismos sencillos de tratamiento de datos. Si bien la transformación digital lleva años presente en las distintas estrategias gubernamentales y empresariales de desarrollo, es ahora cuando se pone de manifiesto, más que nunca, la importancia de poder actuar en un entorno digital, con procesos relacionados con el teletrabajo, la digitalización de las organizaciones, la prestación de servicios a distancia, la economía de la información o la inteligencia artificial. Todos ellos vinculados a una necesaria aceleración digital que se identifica como un componente esencial de contingencia e impulso económico y social pos-pandemia. En este sentido, el Tercer Sector de Acción Social en España (TSAS) sigue señalándose como un agente clave en la garantía y defensa de los derechos civiles, sociales y culturales de la ciudadanía, en especial de las personas más vulnerables, habiendo demostrado una gran capacidad de adaptación, incluso en los momentos más difíciles de la pandemia. No obstante, este sector debe ser consciente de la necesidad de adaptarse de manera ágil a un entorno cada vez más cambiante y exigente. Según el estudio "ONG del conocimiento: influir para el impacto social" (Cordobés et al., 2018) sólo un 8% de las oenegés tenía en marcha una estrategia troncal que involucrara a toda la organización para abordar en profundidad y con éxito los desafíos de la era digital. El estudio "Barómetro del Tercer Sector" realizado por la Fundación ISDI en 2019 señalaba que sólo el 33% de las organizaciones disponía de una estrategia específica de digitalización y más del 26% ni siquiera se lo había planteado. En el mismo sentido, la Asociación Española de Fundaciones, en el estudio "Transformación digital en Fundaciones" de 2019, señalaba que el TSAS se encontraba en un nivel bajo de adaptación digital en comparación a las organizaciones mercantiles y que era esencial abordar los nuevos retos digitales, desarrollando planes de acción, definiendo estrategias digitales e implementando una transformación organizativa alineada, que permitiera realizar los cambios necesarios para su adaptación al entorno digital. Así, se han promovido algunas iniciativas como el "Foro sobre Transformación Digital para el Tercer Sector Social" organizado por la Plataforma de ONG de Acción Social donde, a través de diferentes sesiones de trabajo sobre los retos de la transformación digital en el TSAS, se ha podido determinar que la problemática de las entidades, en muchos casos, es coincidente. Sin embargo, no se han conseguido articular soluciones concretas que, de manera práctica, den respuesta a las necesidades del conjunto de las entidades del sector. Aunar esfuerzos para afrontar una realidad común es esencial para fortalecerlas, avanzando de manera más rápida y haciendo un uso más eficiente de los recursos. Podemos entender, por tanto, que es necesario aportar soluciones transferibles, trabajando sobre los problemas comunes y los factores que influyen en la resistencia al cambio organizacional de las entidades con el fin de hacer sostenible la innovación social en su seno y crear una cultura de la misma.

    An aim of SHERPA, in response to the requirement in the call for tenders, was to enable citizens, researchers and policymakers from European regions to engage in dialogue for the formulation of concrete proposals on future rural policies. The SHERPA strategy for engaging with the wider public was one of a twin track of developing complementary activities at local and EU levels, through civil society groups, and by direct engagement. To deliver this strategy, resources were developed centrally and used locally through the project partners or MAPs, and developed locally, cognisant of specific issues and sensitivities. The range of contents and messages cover all four of the pillars of the Rural Action Plan of Stronger, Connected, Resilient and Prosperous, and some items directly relate to some of building blocks of the Rural Action Plan (e.g. peatland restoration and carbon farming).

    This Deliverable presents the second set of recommendations for future research agendas. They are based upon the work of SHERPA partners and Multi-Actor Platforms (MAPs) during Phase 2 of the project, presented in the framework of the seven topics reviewed and debated by the MAPs. This second set of recommendations for agendas of research augment the first set, reported in Deliverable 7.2 (Chartier et al., 2022). Those were based on a gap analysis between the needs identified by SHERPA and its Multi-Actor Platforms (MAPs) in their contributions to the EU Communication on the Long-term Vision for Rural Areas (LTVRA; European Commission, 2021a; Chartier et al., 2021). They were augmented by a review of H2020 and Horizon Europe projects working in related areas as identified by the SHERPA web crawler and repository.
