En septembre 2020, la Commission européenne, par la voix de sa présidente, Ursula von der Leyen, lançait le troisième Pacte européen sur l'immigration et l'asile, le premier datant de 2008 et le deuxième de 2014, soit un tous les six ans. Ce pacte, comme les précédents, n'est pas un traité mais un engagement de consensus sur des principes communs de gouvernance des migrations et de l'asile en Europe. Il nécessite, dans le contexte où il se situe, plus de compromis que les précédents : la crise syrienne de 2015 a fait apparaître le manque de solidarité des Etats membres entre eux quant à l'accueil des réfugiés syriens, le manque de confiance des États face aux propositions de " partage du fardeau " de la Commission européenne, avec les quotas de Jean-Claude Juncker et la fracture entre l'est et l'ouest de l'Europe entre les pays dits de Višegrad (Pologne, Hongrie, République tchèque, Slovaquie) et l'Europe occidentale, l'Allemagne notamment, qui a accueilli plus d'un million de demandeurs d'asile en 2015. Le nouveau Pacte demandera donc plus de temps pour être adopté à l'unanimité par le Conseil européen et, sans doute, plus de négociations, voire de marchandages. Dans le contexte actuel, suite au retrait américain d'Afghanistan et après la prise de pouvoir des Taliban, qui suscite des inquiétudes relatives à l'arrivée de nouveaux réfugiés afghans, le nouveau Pacte propose-t-il les instruments nécessaires pour formuler une réponse commune et efficace face aux prochains défis migratoires ?

This paper investigates how theories of financial markets and their impact on the real economy have developed since the great financial crisis of 2008. Based on a dataset of 142000 economic papers written on the topic of finance and the macro-economy since 1990, it shows that post-crisis a critical macro-financial view on financial markets has taken hold in academia which problematizes the nature of financial markets as instable and subject to boom and bust cycles, in turn generating negative spill-over effects for the economy. This new knowledge links finance and macro-economy where before there was a “gaping hole”. It goes on to show that economists in central banks and international organizations and academics affiliated with these institutions have been central producers of such economic knowledge, influencing the profession as a whole. Based on 52 expert interviews it elaborates on the mode of collaboration between these applied economists and academia in the production of this new knowledge, pointing to the peculiar task environment of the former. This task environment finds its expression in the production of actionable knowledge that could guide central bank interventions and stylized facts about the economy-finance relationship that could legitimize it. Seeking to legitimize the intervention of central banks in the context of macro-prudential regulation to combat heightened financial instability, these interventions hold the new field of macro-finance together and provide irritations for follow up work by academics.

Allo scopo di supportare il medico nelle sue diagnosi giornaliere, nel follow-up e nella scelta personalizzata delle terapie, viene effettuata l'integrazione dei descrittori numerici estratti dalle immagini con dati clinici/molecolari/morfologici, mediante l'utilizzo di algoritmi di Machine Learning. Il documento è così strutturato: dopo una breve introduzione sui modelli e le tecniche per il supporto alla diagnosi mediante dati radiomici, si entra nel dettaglio delle patologie oggetto di progetto. Viene successivamente effettuato uno studio sulle tecniche di apprendimento supervisionato, dopodichè inizia un'analisi dei dati, sia di quelli provenienti da dataset online sia dei dati reali di progetto. Infine, si passa a mostrare i risultati sugli esperimenti effettuati.

This study deals with the diversification of defence cooperation in the 21st century and proposes a typology for today’s cooperation. It classifies defence cooperation schemes according to i) their level of cooperation (bi-, mini- or multilateral), ii) their objectives (specific or general), iii) their length in time (transient or permanent), iv) their domain (related to operational aspects or investments), and v) their framework (institutionalised or not). Given the variety of cooperation forms, this study argues that it is necessary to examine their goals. More specifically, do states cooperate to ensure greater legitimacy or greater efficacy? Is it possible to combine the two? If so, what types and formats of cooperation should be favoured to achieve both efficacy and legitimacy? The study covers different defence cooperation schemes in the 21st century and questions their legitimacy and efficacy while taking into account the regional specificities of the cases being analysed.

During the Covid crisis the population in regime of telework jumped from 3% to 25%of the workforce. This study aims at better understanding how the massive shift to telework following the outbreak of the COVID-19 pandemic affected workers’ jobs and lives in France during the first lockdown (March 17th-May 11th 2020). In particular, we shed light on how this exogenous change had an impact on tasks content and work organisation dimensions like teamwork, routine, workers’ autonomy and types and extent of supervisory controls method. Moreover, we dig into both subjective and objective dimensions of job quality such as job satisfaction, motivation, changes in working time and pay, together with issues related to physical and mental health and more generally to work-life balance. The picture that emerges is quite fragmented, largely depending on workers’ occupation and family composition, although some general patterns could be observed. First, the transition to telework did not affected the structural inequality of the occupational structure: respondents accomplishing low skilled and standardised tasks enjoyed, to a certain extent, more freedom from direct control, whereas interviewees on less standardised and more autonomous tasks were more able to carve out some niches of independence in the new situation and were more able to resist management pressures for more control and standardization. Second, most organisations had no specific policies dedicated to teleworking and workers had to adapt to the new situation without any special guideline: horizontal cooperation emerges as driver of adaptation as important as vertical control, if not more. Third, the positive aspect that was noticed by the large majority of respondents was the opportunity that telework gave them to experiment a more flexible management of time, at least for those who could tinker with their working time schedule. Fourth, and especially for that reason, the overwhelming majority of respondents wishes to consolidate the practice of telework also after the end of the lockdown and with more continuity.

For nearly 20 years, international newswires on Somalia have been reminding us that the Movement of the Young Combatants (Xarakada Mujaahidiinta Alshabaab, aka HMS or al-Shabaab) is a Salafi-Jihadi organisation. This recurrent portrayal of al-Shabaab may have erased basic questions such as what does this label mean, and does it hold true? But also, if it is true that al- Shabaab is Salafi, then what are we to make of all the other Salafis in Somalia? The truth of the matter is that answering these questions is more complicated than thought if the purpose is to go beyond drawing a simplistic line between ‘bad Salafis’ and the rest of the Somali society. The following analysis is an attempt to provide some answers to these questions by undertaking a sketchy overview of this religious trend within Somali society over the last 50 years. My argument here is that Salafism has gained roots in Somalia’s religious arena and can exercise influence in the economy as well as in the educational sector. There is also a vexing question: how long can Salafism, which has been so influential in the corridors of the new state apparatus, avoid getting a proper political representation? Despite the existence of Jihadi groups that claim to enforce its dogmas, Salafism is not inherently violent, though in Somalia violence has been a haunting question for its supporters throughout its existence...

First lines: Following its veto of the opening of accession talks with North Macedonia and Albania in October 2019, the French government circulated a non-paper proposing an overhaul of the EU accession procedure[1]. Partly responding to sharp criticism from other Member States on the French No, the document outlined a comprehensive reform based on a reinforced “carrot & stick” approach. In response, nine EU Member States led by Italy, Poland, Austria and Slovenia shared their own vision of a reformed accession process in December 2019[2], less ambitious in terms of scope and retaining more flexibility. Drawing on these reform options, the European Commission designed its own reform plan for the EU accession talks, integrating elements from both non-papers[3]. Ahead of the European Council (26.-27.03.2020) and the EU-Western Balkans Summit in Zagreb (05.-07.05.2020), the EU Member States now need to find a compromise among these different reform proposals that can, on the one hand, allow the French government to rethink its veto and, on the other hand, provide a renewed impetus for the EU integration of the Western Balkans. If the EU wants to be a credible partner for the countries of the Western Balkans and give pro-European parties a chance in upcoming elections (North Macedonia votes in mid-April), it has to rapidly find a consensus on the reform of the accession procedure and show unanimous support for further integration efforts.

En septembre 2020, la Commission européenne, par la voix de sa présidente, Ursula von der Leyen, lançait le troisième Pacte européen sur l'immigration et l'asile, le premier datant de 2008 et le deuxième de 2014, soit un tous les six ans. Ce pacte, comme les précédents, n'est pas un traité mais un engagement de consensus sur des principes communs de gouvernance des migrations et de l'asile en Europe. Il nécessite, dans le contexte où il se situe, plus de compromis que les précédents : la crise syrienne de 2015 a fait apparaître le manque de solidarité des Etats membres entre eux quant à l'accueil des réfugiés syriens, le manque de confiance des États face aux propositions de " partage du fardeau " de la Commission européenne, avec les quotas de Jean-Claude Juncker et la fracture entre l'est et l'ouest de l'Europe entre les pays dits de Višegrad (Pologne, Hongrie, République tchèque, Slovaquie) et l'Europe occidentale, l'Allemagne notamment, qui a accueilli plus d'un million de demandeurs d'asile en 2015. Le nouveau Pacte demandera donc plus de temps pour être adopté à l'unanimité par le Conseil européen et, sans doute, plus de négociations, voire de marchandages. Dans le contexte actuel, suite au retrait américain d'Afghanistan et après la prise de pouvoir des Taliban, qui suscite des inquiétudes relatives à l'arrivée de nouveaux réfugiés afghans, le nouveau Pacte propose-t-il les instruments nécessaires pour formuler une réponse commune et efficace face aux prochains défis migratoires ?

This paper investigates how theories of financial markets and their impact on the real economy have developed since the great financial crisis of 2008. Based on a dataset of 142000 economic papers written on the topic of finance and the macro-economy since 1990, it shows that post-crisis a critical macro-financial view on financial markets has taken hold in academia which problematizes the nature of financial markets as instable and subject to boom and bust cycles, in turn generating negative spill-over effects for the economy. This new knowledge links finance and macro-economy where before there was a “gaping hole”. It goes on to show that economists in central banks and international organizations and academics affiliated with these institutions have been central producers of such economic knowledge, influencing the profession as a whole. Based on 52 expert interviews it elaborates on the mode of collaboration between these applied economists and academia in the production of this new knowledge, pointing to the peculiar task environment of the former. This task environment finds its expression in the production of actionable knowledge that could guide central bank interventions and stylized facts about the economy-finance relationship that could legitimize it. Seeking to legitimize the intervention of central banks in the context of macro-prudential regulation to combat heightened financial instability, these interventions hold the new field of macro-finance together and provide irritations for follow up work by academics.

Allo scopo di supportare il medico nelle sue diagnosi giornaliere, nel follow-up e nella scelta personalizzata delle terapie, viene effettuata l'integrazione dei descrittori numerici estratti dalle immagini con dati clinici/molecolari/morfologici, mediante l'utilizzo di algoritmi di Machine Learning. Il documento è così strutturato: dopo una breve introduzione sui modelli e le tecniche per il supporto alla diagnosi mediante dati radiomici, si entra nel dettaglio delle patologie oggetto di progetto. Viene successivamente effettuato uno studio sulle tecniche di apprendimento supervisionato, dopodichè inizia un'analisi dei dati, sia di quelli provenienti da dataset online sia dei dati reali di progetto. Infine, si passa a mostrare i risultati sugli esperimenti effettuati.

This study deals with the diversification of defence cooperation in the 21st century and proposes a typology for today’s cooperation. It classifies defence cooperation schemes according to i) their level of cooperation (bi-, mini- or multilateral), ii) their objectives (specific or general), iii) their length in time (transient or permanent), iv) their domain (related to operational aspects or investments), and v) their framework (institutionalised or not). Given the variety of cooperation forms, this study argues that it is necessary to examine their goals. More specifically, do states cooperate to ensure greater legitimacy or greater efficacy? Is it possible to combine the two? If so, what types and formats of cooperation should be favoured to achieve both efficacy and legitimacy? The study covers different defence cooperation schemes in the 21st century and questions their legitimacy and efficacy while taking into account the regional specificities of the cases being analysed.

During the Covid crisis the population in regime of telework jumped from 3% to 25%of the workforce. This study aims at better understanding how the massive shift to telework following the outbreak of the COVID-19 pandemic affected workers’ jobs and lives in France during the first lockdown (March 17th-May 11th 2020). In particular, we shed light on how this exogenous change had an impact on tasks content and work organisation dimensions like teamwork, routine, workers’ autonomy and types and extent of supervisory controls method. Moreover, we dig into both subjective and objective dimensions of job quality such as job satisfaction, motivation, changes in working time and pay, together with issues related to physical and mental health and more generally to work-life balance. The picture that emerges is quite fragmented, largely depending on workers’ occupation and family composition, although some general patterns could be observed. First, the transition to telework did not affected the structural inequality of the occupational structure: respondents accomplishing low skilled and standardised tasks enjoyed, to a certain extent, more freedom from direct control, whereas interviewees on less standardised and more autonomous tasks were more able to carve out some niches of independence in the new situation and were more able to resist management pressures for more control and standardization. Second, most organisations had no specific policies dedicated to teleworking and workers had to adapt to the new situation without any special guideline: horizontal cooperation emerges as driver of adaptation as important as vertical control, if not more. Third, the positive aspect that was noticed by the large majority of respondents was the opportunity that telework gave them to experiment a more flexible management of time, at least for those who could tinker with their working time schedule. Fourth, and especially for that reason, the overwhelming majority of respondents wishes to consolidate the practice of telework also after the end of the lockdown and with more continuity.

For nearly 20 years, international newswires on Somalia have been reminding us that the Movement of the Young Combatants (Xarakada Mujaahidiinta Alshabaab, aka HMS or al-Shabaab) is a Salafi-Jihadi organisation. This recurrent portrayal of al-Shabaab may have erased basic questions such as what does this label mean, and does it hold true? But also, if it is true that al- Shabaab is Salafi, then what are we to make of all the other Salafis in Somalia? The truth of the matter is that answering these questions is more complicated than thought if the purpose is to go beyond drawing a simplistic line between ‘bad Salafis’ and the rest of the Somali society. The following analysis is an attempt to provide some answers to these questions by undertaking a sketchy overview of this religious trend within Somali society over the last 50 years. My argument here is that Salafism has gained roots in Somalia’s religious arena and can exercise influence in the economy as well as in the educational sector. There is also a vexing question: how long can Salafism, which has been so influential in the corridors of the new state apparatus, avoid getting a proper political representation? Despite the existence of Jihadi groups that claim to enforce its dogmas, Salafism is not inherently violent, though in Somalia violence has been a haunting question for its supporters throughout its existence...

First lines: Following its veto of the opening of accession talks with North Macedonia and Albania in October 2019, the French government circulated a non-paper proposing an overhaul of the EU accession procedure[1]. Partly responding to sharp criticism from other Member States on the French No, the document outlined a comprehensive reform based on a reinforced “carrot & stick” approach. In response, nine EU Member States led by Italy, Poland, Austria and Slovenia shared their own vision of a reformed accession process in December 2019[2], less ambitious in terms of scope and retaining more flexibility. Drawing on these reform options, the European Commission designed its own reform plan for the EU accession talks, integrating elements from both non-papers[3]. Ahead of the European Council (26.-27.03.2020) and the EU-Western Balkans Summit in Zagreb (05.-07.05.2020), the EU Member States now need to find a compromise among these different reform proposals that can, on the one hand, allow the French government to rethink its veto and, on the other hand, provide a renewed impetus for the EU integration of the Western Balkans. If the EU wants to be a credible partner for the countries of the Western Balkans and give pro-European parties a chance in upcoming elections (North Macedonia votes in mid-April), it has to rapidly find a consensus on the reform of the accession procedure and show unanimous support for further integration efforts.
