    Initiatives like CRAFT-OA and DIAMAS aim to enhance Open Access Diamond Journals’ (OADJs) capacities through digital solutions, yet the technological landscape remains heterogeneous. This deliverable conducts a gap analysis, assessing the alignment of OADJs with recommended technical best practices outlined in the Report on standards for best publishing practices and basic technical requirements in the light of FAIR principles (Armengou et al., 2023). The analysis employs a versatile approach, combining quantitative analysis of various datasets and desk research on studies and reports. Case studies of European platforms further enrich the evaluation. The assessment identifies technical gaps and successes and lacks a comprehensive OADJs registry that the CRAFT-OA project will address through solutions like the Diamond Discovery Hub. This deliverable is currently under review by the EC.

    This discussion paper examines the degree of policy coherence between the EU’s internal and external policies shaping agricultural trade and the alignment of EU agricultural trade policy and trade agreements in economic, social and environmental terms. Our analysis of all the agreements and political initiatives that make up the ‘core’ trade policy of the EU shows that a small number of trade agreements take into consideration in their provisions the environmental impact of agriculture, including issues such as the impact on soil and water quality, soil erosion and pollution by agricultural chemicals, the management of impacts through the use of antibiotics and decontaminants, conservation and sustainable use of biological diversity, and genetically modified organisms. Three policy issues are examined from the multiplicity of policies enacted or initiated by the EU: organic farming certification, food safety regulations, and Green Deal and Biodiversity strategy targets. Three of the 15 MATS case studies (CS) have been selected to receive feedback on the region- or sector-specific impacts of the policies examined. A questionnaire was prepared and sent to project partners of the three CSs to get some feedback on the role the specific policy is playing in the CS and the sectors concerned. The first task of this exercise was to evaluate the specific policies within the framework of the specific CSs as far as their contribution to achieving the relevant Goals and Targets of the Sustainable Development Agenda 2030 were concerned. The Task leaders prepared a list of Goals and Targets and sent it to the CS partners for this purpose. Partners were asked to evaluate the policy according to the criteria provided by the International Council for Science (2017). Further, more policy-specific questions were posed to elicit the CS-relevant information necessary to analyse the results. Finally, policy proposals were provided by CS partners. The conclusions of the analysis are divided into two parts: first, policy coherence and sustainability issues in EU trade-related policies, and second, policy proposals to increase coherence with sustainable trade; these policy proposals concern the EU organic farming certification scheme, the harmonised food safety regulations for EU imports, and agricultural extension and training.

    Authors: Armengou, Clara; Redhead, Claire; Rooryck, Johan;

    The Extensible Quality Standard for Institutional Publishing (EQSIP) seeks to ensure the quality and transparency of governance, processes and workflows in institutional publishing and addresses the seven core components of scholarly publishing outlined in the Diamond Open Access (OA) Action Plan (Ancion et al. 2022, 4), which were subsequently revised and modified by the DIAMAS project team. The EQSIP is developed in two stages: the first version, EQSIP V1.0 detailed below, is based on an analysis of the existing standards, best practices, evaluation criteria, guidelines and recommendations which have been identified as relevant for institutional publishers (IPSP best practice report). It is important to stress from the outset that EQSIP V1.0 is aspirational: it represents an attempt at outlining what we believe is an ideal quality level that Diamond Open Access (OA) IPSPs would adhere to. This emphatically does not imply that Diamond OA IPSPs are currently expected to conform to this standard. EQSIP V1.0 should be seen as an aspirational gold standard: a measure of quality that IPSPs strive to meet, and that serves as a point of reference against which current IPSPs may be compared, and that they can hopefully conform to in good time and with appropriate support. EQSIP V1.0 will be further tested with a representative sample of IPSPs selected from the landscape survey to be conducted in the DIAMAS project, and the results of the testing will be used to conduct a gap analysis of the IPSP landscape and to develop EQSIP V2.0. The goal of EQSIP V2.0 will be to adapt, refine, and co-create versions of EQSIP V1.0 that are best suited for specific scholarly disciplines, regions, and languages. The various versions of EQSIP V2.0 will only be fully implemented once all the necessary infrastructure for supporting Diamond OA IPSPs is in place. Deliverable approved by the European Commission

    Authors: Mounier Pierre;

    In the transition towards Open Access (OA), institutional publishing is challenged by fragmentation and varying service quality, visibility, and sustainability. To address this issue, DIAMAS gathers 23 organisations from 12 European countries, well-versed in OA academic publishing and scholarly communication. The project will: 1. Map the current landscape of Institutional Publishing Service Providers (IPSPs) in 25 countries of the ERA with special attention for IPSPs that do not charge fees for publishing or reading. This will yield a taxonomy of IPSPs and an IPSP landscape report, a basis for the rest of the project. 2. Coordinate and improve the efficiency and quality of IPSPs by developing a European Quality Standard for Institutional Publishing (EQSIP). This quality seal will professionalise, strengthen and reduce the fragmentation of institutional publishing in Europe. EQSIP will serve as a benchmark for a gap analysis of the data. The DMP/RDMP outlines how data are to be handled (secured, stored, accessed, preserved) both during the project, and after the project is completed. Deliverable approved by the European Commission

    This preliminary policy document calls for increased alignment in institutional publishing along several dimensions: (1) geographical (i.e. national, regional, and global), (2) disciplines and epistemic traditions, and (3) types of stakeholders (institutions, publishers, service providers, scholarly societies, journal editors), to benefit the work of researchers and thus enable science to progress faster. Deliverable approved the European Commission

    Authors: Julian Anne-Gaëlle;

The Quality and Risk Management Plan (QRMP) outlines the actions to be undertaken during the lifetime of the DIAMAS project to ensure quality of the deliverables (reviewing process) and manage the risks (mitigation measures). The objective of the Quality and Risk Management Plan is to define the processes that will apply throughout the DIAMAS project in order to monitor the activities, to identify and mitigate potential risks, and to ensure the successful execution of the project. In addition, deliverable review procedures and reporting timelines are defined to guarantee the quality of the work. The guidelines apply to all Work Packages (WPs). This document also serves as a core reference for the consortium organisation and delivery of the day-to-day work throughout the project and will be updated twice (M18 and M36). This plan will serve as a guide to both the project coordinator and participants, in order to guarantee that quality reviews will be carried out at appropriate points in the project, and as a reference guide to understanding participants' responsibilities concerning the project communication, deliverables, and outcomes. It applies to all project-related activities, and thus compliance with the QRMP is mandatory for all involved in the project. The QRMP includes descriptions of already identified critical risks for implementation, and the description of the organisational measures implemented to ensure the quality management and monitoring. Deliverable approved by the European Commission

This quality standard will professionalise, strengthen, and reduce the fragmentation of institutional publishing in Europe. EQSIP will serve as a benchmark for a gap analysis of the data. The report is the main deliverable of a scoping exercise undertaken in the context of Work Package 2, with an aim to identify focus points for the project’s landscaping activities; it draws on existing resources and primary research to provide a framework for analysing existing gaps, and inform decisions on the services to be designed by DIAMAS. The definitions and typologies in the document address issues related to the governance, the services, the funding streams and the main outputs curated by Institutional Publishing Service Providers (IPSPs), thus enabling partners to gain an understanding of the diverse operational models and roles of IPSPs within the institutional open access publishing ecosystem. The report also presents the conclusions of the geographical scoping for the project’s planned survey to collect IPSP data. Deliverable approved by the European Commission
