    Electronic monitoring (EM) has emerged as a popular tool for curbing the growth of large prison populations. Evidence on the causal effects of EM on criminal recidivism is, however, limited and it is unclear how this alternative to incarceration affects the labor supply of offenders and the outcomes of their family members. We study the country wide expansion of EM in Sweden in 1997 where in offenders sentenced to up to three months in prison were granted the option to substitute incarceration with EM. Our difference-in-differences estimates, which compare the change in the prison inflow rate of treated offenders to that of non-treated offenders with slightly longer sentences, show that the reform significantly decreased the number of incarcerations. Our main finding is that EM not only lowers criminal recidivism but also increases labor supply. Additionally, EM improves the educational attainment and early-life earnings of the children whose parents were exposed to the reform. The primary mechanisms through which EM operates appear to involve the preservation of offenders’ ties to the labor market, by reducing the barriers to both finding a job and changing employers. Our calculations suggest that the social benefits stemming from EM are about seven times larger than the fiscal savings associated with reduced prison expenditures, implying that the welfare gains from EM could be much greater than previously acknowledged.

    International audience; Is emotional truth a damaging literary and cultural ideal? The Artifice of Affect proposes that valuing affective authenticity risks creating a homogenized self, encouraged to comply only with accepted moral beliefs. Similarly, when emotional truth is made the primary value of literature, literary texts too often become agents of conformity. Nowhere is this risk explored more fully than in the work of a range of American realist authors from the Cold War to the twentieth century’s end. For the works of writers such as Saul Bellow, Paula Fox, Ralph Ellison, Richard Yates, or John Cheever, formulate trenchant critiques of true feeling’s aesthetic and social imperatives. The arguments at the heart of this book aim to encourage readers to re-frame emotional processes as visceral constructions, which should not be held to the standards of static ideals of accuracy, legitimacy, or veracity.

    We present two different typologies of legal/contractual information in the context of natural history objects: the Biodiversity Permit/Contract Typology categorises permits and contracts, and the Typology of Legal/Contractual Terms for Biodiversity Specimens categorises the terms within permits and contracts. The Typologies have been developed under the EU-funded SYNTHESYS+ project with the participation of experts from outside the consortium. The document further addresses a possible technical integration of these typologies into the Distributed System of Scientific Collections (DiSSCo). The implementation in the DiSSCo data model is outlined and a concrete use case is presented to show how conditions, e.g. the Typology of Legal/Contractual Terms, can be introduced into the DiSSCo Electronic Loans and Visits System (ElViS). Finally, we give an outlook on the next steps to develop the typologies into a standard that supports compliance with legal and contractual obligations within the wider community of natural science collections.

    A key consideration during the preparatory phase project DiSSCo Prepare – which laid the foundations for the future Research Infrastructure DiSSCo (Distributed System of Scientific Collections) – was the need to establish a small number of alternative viable financial contribution models and a scalable formula which could be presented to potential funders, with a view to obtaining the minimum financial contribution necessary for DiSSCo to operate, as well as considering how the RI could grow with increased national funding.This report briefly explains the ERIC funding framework – as chosen for DiSSCo – and its legal constraints, in order to explain the key role played by national member contributions in the viability of an ERIC. An essential annex of the statutes that will be signed by all members of the ERIC is the member fee calculation. A proposal for the DiSSCo member fee calculation is set out in this document and is based on three main indicators: economic power (GDP), annual spending in research and development and population size. In the context of DiSSCo – and to ensure the ERIC can function – these indicators are connected to a fixed baseline fee of €50,000, in order to guarantee a minimum significant annual contribution from each participating country and avoid contributions that will be more expensive to manage than to benefit from. This baseline is multiplied by contribution factors which propose different ways to weight the various indicators.The method is established on an ideal scenario, whereby all 27 EU members, as well as the UK, Iceland, Norway and Switzerland sign the DiSSCo statutes and agree to the proposed member contribution calculation, amounting to €4.5 million for the annual budget of the ERIC. This scenario remains highly unlikely; therefore, a scaled approach has been envisaged, meaning the initial engagement of some countries will allow DiSSCo to begin its operation and implement its business strategy, whilst the growth of the ERIC and its activities is likely to evolve proportionally to the number of national members it is able to engage.This report also looks at the ways in which funding could be distributed amongst the DiSSCo members in order to implement decentralised services.

    This report is the first statistical overview of the share of the culture sector in Abu Dhabi’s GDP (Gross Domestic Product). The analysis is based on the Statistics Centre Abu Dhabi (SCAD) Annual Economic Survey data available for the 2005–20 period. The approach to the data analysis has been harmonised through a leading international benchmark in culture statistics, the Eurostat ESS-Net Culture framework.

    National audience; We connect various streams of academic literature to analyze how alternative competition and regulatory policies may affect the development of digital financial services, and particularly of mobile payments. Our main objective is to highlight the extent to which existing models, often coming from related industries (such as telecom, payments, and banking) can be applied to study the effects of mobile money interoperability. We focus on four dimensions of interoperability. First, we consider mobile network interoperability (whether clients of one telecom can access another telecom's payment services) in connection with the IO literature on tying. Second, we discuss platform level interoperability (the ability to send money off-network) in light of the literature on compatibility. We also build on the behavioral IO literature to suggest how the effects of interoperability may be very heterogeneous across various types of firms and consumers, or even backfire. Third, we consider interoperability in the cash-in-cash-out agent network, in light of the literature on co-investment in network industries, and of more specific studies on ATMs' interoperability. Fourth, we discuss how the literature in banking and on data ownership can be used to understand interoperability of data. We conclude with some broader remarks on policy implications and on possible directions for future research.

    The Computational Theory of Mind says that the mind is a computing system. It has a long history going back to the idea that thought is a kind of computation. Its modern incarnation relies on analogies with contemporary computing technology and the use of computational models. It comes in many versions, some more plausible than others. This Element supports the theory primarily by its contribution to solving the mind-body problem, its ability to explain mental phenomena, and the success of computational modelling and artificial intelligence. To be turned into an adequate theory, it needs to be made compatible with the tractability of cognition, the situatedness and dynamical aspects of the mind, the way the brain works, intentionality, and consciousness.

    Electronic monitoring (EM) has emerged as a popular tool for curbing the growth of large prison populations. Evidence on the causal effects of EM on criminal recidivism is, however, limited and it is unclear how this alternative to incarceration affects the labor supply of offenders and the outcomes of their family members. We study the country wide expansion of EM in Sweden in 1997 where in offenders sentenced to up to three months in prison were granted the option to substitute incarceration with EM. Our difference-in-differences estimates, which compare the change in the prison inflow rate of treated offenders to that of non-treated offenders with slightly longer sentences, show that the reform significantly decreased the number of incarcerations. Our main finding is that EM not only lowers criminal recidivism but also increases labor supply. Additionally, EM improves the educational attainment and early-life earnings of the children whose parents were exposed to the reform. The primary mechanisms through which EM operates appear to involve the preservation of offenders’ ties to the labor market, by reducing the barriers to both finding a job and changing employers. Our calculations suggest that the social benefits stemming from EM are about seven times larger than the fiscal savings associated with reduced prison expenditures, implying that the welfare gains from EM could be much greater than previously acknowledged.

    International audience; Is emotional truth a damaging literary and cultural ideal? The Artifice of Affect proposes that valuing affective authenticity risks creating a homogenized self, encouraged to comply only with accepted moral beliefs. Similarly, when emotional truth is made the primary value of literature, literary texts too often become agents of conformity. Nowhere is this risk explored more fully than in the work of a range of American realist authors from the Cold War to the twentieth century’s end. For the works of writers such as Saul Bellow, Paula Fox, Ralph Ellison, Richard Yates, or John Cheever, formulate trenchant critiques of true feeling’s aesthetic and social imperatives. The arguments at the heart of this book aim to encourage readers to re-frame emotional processes as visceral constructions, which should not be held to the standards of static ideals of accuracy, legitimacy, or veracity.

    We present two different typologies of legal/contractual information in the context of natural history objects: the Biodiversity Permit/Contract Typology categorises permits and contracts, and the Typology of Legal/Contractual Terms for Biodiversity Specimens categorises the terms within permits and contracts. The Typologies have been developed under the EU-funded SYNTHESYS+ project with the participation of experts from outside the consortium. The document further addresses a possible technical integration of these typologies into the Distributed System of Scientific Collections (DiSSCo). The implementation in the DiSSCo data model is outlined and a concrete use case is presented to show how conditions, e.g. the Typology of Legal/Contractual Terms, can be introduced into the DiSSCo Electronic Loans and Visits System (ElViS). Finally, we give an outlook on the next steps to develop the typologies into a standard that supports compliance with legal and contractual obligations within the wider community of natural science collections.

    A key consideration during the preparatory phase project DiSSCo Prepare – which laid the foundations for the future Research Infrastructure DiSSCo (Distributed System of Scientific Collections) – was the need to establish a small number of alternative viable financial contribution models and a scalable formula which could be presented to potential funders, with a view to obtaining the minimum financial contribution necessary for DiSSCo to operate, as well as considering how the RI could grow with increased national funding.This report briefly explains the ERIC funding framework – as chosen for DiSSCo – and its legal constraints, in order to explain the key role played by national member contributions in the viability of an ERIC. An essential annex of the statutes that will be signed by all members of the ERIC is the member fee calculation. A proposal for the DiSSCo member fee calculation is set out in this document and is based on three main indicators: economic power (GDP), annual spending in research and development and population size. In the context of DiSSCo – and to ensure the ERIC can function – these indicators are connected to a fixed baseline fee of €50,000, in order to guarantee a minimum significant annual contribution from each participating country and avoid contributions that will be more expensive to manage than to benefit from. This baseline is multiplied by contribution factors which propose different ways to weight the various indicators.The method is established on an ideal scenario, whereby all 27 EU members, as well as the UK, Iceland, Norway and Switzerland sign the DiSSCo statutes and agree to the proposed member contribution calculation, amounting to €4.5 million for the annual budget of the ERIC. This scenario remains highly unlikely; therefore, a scaled approach has been envisaged, meaning the initial engagement of some countries will allow DiSSCo to begin its operation and implement its business strategy, whilst the growth of the ERIC and its activities is likely to evolve proportionally to the number of national members it is able to engage.This report also looks at the ways in which funding could be distributed amongst the DiSSCo members in order to implement decentralised services.

    National audience; We connect various streams of academic literature to analyze how alternative competition and regulatory policies may affect the development of digital financial services, and particularly of mobile payments. Our main objective is to highlight the extent to which existing models, often coming from related industries (such as telecom, payments, and banking) can be applied to study the effects of mobile money interoperability. We focus on four dimensions of interoperability. First, we consider mobile network interoperability (whether clients of one telecom can access another telecom's payment services) in connection with the IO literature on tying. Second, we discuss platform level interoperability (the ability to send money off-network) in light of the literature on compatibility. We also build on the behavioral IO literature to suggest how the effects of interoperability may be very heterogeneous across various types of firms and consumers, or even backfire. Third, we consider interoperability in the cash-in-cash-out agent network, in light of the literature on co-investment in network industries, and of more specific studies on ATMs' interoperability. Fourth, we discuss how the literature in banking and on data ownership can be used to understand interoperability of data. We conclude with some broader remarks on policy implications and on possible directions for future research.

    The Computational Theory of Mind says that the mind is a computing system. It has a long history going back to the idea that thought is a kind of computation. Its modern incarnation relies on analogies with contemporary computing technology and the use of computational models. It comes in many versions, some more plausible than others. This Element supports the theory primarily by its contribution to solving the mind-body problem, its ability to explain mental phenomena, and the success of computational modelling and artificial intelligence. To be turned into an adequate theory, it needs to be made compatible with the tractability of cognition, the situatedness and dynamical aspects of the mind, the way the brain works, intentionality, and consciousness.
