    This Brief examines community-based anti-corruption efforts in natural resource management in order to better understand their rationales, potentialities, and challenges—especially complications posed by the intersection of such initiatives with national-level dynamics of institutional capture. The authors present a case study from northeastern Madagascar in order to empirically explore such dynamics, and conclude with a discussion of how multi-level anti-corruption interventions might offer a promising way forward for reducing corruption in natural resource management for certain high-value landscapes or resources that might be subject to challenges connected to institutional capture.

    The report reviews available research on the links between agriculture and the rest of the economy, with a focus on structural adjustment and the role of agriculture in economic growth and poverty reduction. Furthermore, the report discusses the links between agricultural production, nutrition and food security. The report discusses constraints on agricultural growth, both external constraints, such as roads and other infrastructure, institutional constraints that may reflect market failures, and more immediate constraints such as lack of modern seeds, fertilizers and irrigation. At all levels underlying market failures are identified, and relevant policy interventions are discussed. The report concludes that agricultural policies should be integrated with general policies for development in remote areas. Government and donor-supported safety nets may help in reducing the risks facing poor farmers, and thus allow them to invest in potentially more productive techniques. Such safety nets may target other sectors, with the health sector being potentially the most important one, since own labor is the main source of income for poor people. Emergency aid, or other social protection systems, will also provide villagers with the necessary safety nets. Beyond insurance and basic income support, there is a need to invest in roads, infrastructure, basic education, and training in improved agricultural techniques, including localized soil management systems. Training should be linked to localized research and extension services, including model farmers at the village level.

    A series of five “Reality Checks” will take place in the period 2011-2016, focussing on the dynamics of poverty and well-being with a particular focus on good governance, agriculture/climate and energy that are key sectors in Swedish development cooperation with Mozambique. Each Reality Check will be published in the form of one Annual Report and three Sub-Reports from each of the three selected study-sites (see ORGUTa 2011 for more details). More concretely, the “Reality Checks in Mozambique” are expected to: i) Inform the public discussion among key development actors on poverty reduction, especially in the province of Niassa; ii) Contribute to a better understanding of qualitative poverty monitoring methods in Mozambique; iii) Provide Sweden with relevant qualitative data on developments and results from its engagement in Mozambique and support further implementation of its programme in Niassa. The series of studies was initiated by an Inception Report published in August 2011 (ORGUT 2011a). Through that exercise, it was decided that the Reality Checks shall be based on fieldwork in three different Districts/Municipalities in the Province of Niassa that display variations in terms of geographical locations, access to public services and levels of poverty and well-being. The three areas selected were i); the Municipality of Cuamba; ii) the District of Lago and iii) the District of Majune (see Map 1). The 1 st Reality Check was carried out in 2011 in the form of three sub-reports (Orgut 2011 b,c,d) and the first Annual Report (Orgut 2011 e), and represent a baseline upon which the subsequent Reality Checks will build. The 2 nd Reality Check in Mozambique was carried out in September 2012 (ORGUT 2012a, b, c and d). In addition to the general objectives listed above and in line with the Terms of Reference, the reports for the 2 nd Reality Check had a thematic focus on governance.     Donor-backed programmes for Reducing Emissions from Deforestation and Forest Degradation (REDD) intend to financially reward individuals, communities and countries that cut carbon emissions from forests as part of a global climate regime. But countries with the highest volumes of deforestation – and therefore a focus of REDD support - are also those with some of the poorest scores on established indicators of governance. Addressing challenges related to governance and corruption is an acknowledged goal among major donors supporting REDD, and actions are being taken intended to improve and monitor forest governance performance in REDD host countries. Yet despite recognition of the importance of practically addressing and analysing forest-linked governance and corruption challenges for REDD, detailed explorations of these issues have to date been scarce and potential policy approaches are still in their infancy. This U4 Report aims to add nuance to discussions on how donors might approach challenges of governance and corruption with special reference to REDD schemes. It offers a state-of-the-art review of literature on REDD, forest governance, and corruption, and draws evidence from fieldwork in three countries either embarking or about to embark on their path towards REDD implementation: the Democratic Republic of Congo (DRC), Kenya, and Tanzania.

    This report presents the findings of a mid-term review of the Agricultural Research and Development Programme (ARDEP) based at Bunda College of Agriculture in Malawi. The objective of ARDEP is to apply new technologies to the challenges facing Malawian smallholders. The novelty of the programme is its mode of operation. It involves multiple stakeholders across sectors into a coherent system of implementation to ensure concerted action towards common goals. Demand-driven micro projects are designed to bring productivity-enhancing technologies out to the ultimate beneficiaries at the grassroots: the farmers themselves, in conjunction with and on the advice of scientists. These pilot micro projects are fully integrated into established government structures, and fit squarely into the overall government policy framework for the agricultural sector. The ARDEP concept and design are sound. Major results can be expected in the remainder of the programme’s lifetime. The sustainability of the micro projects themselves as discrete entities is reassuring, and the potential for scaling up is greatly enhanced through their integration into the established structures of the agricultural sector. A model of technological outreach has been arrived at, which promises to be sustainable because the government is involved as a key player.

Since a substantial number of partner countries in development cooperation are richly endowed with natural resources, these contexts pose a particular challenge for effective donor action. The risk of corruption cuts across natural resource sectors - from non-renewable resources such as oil, gas, minerals and metals, to renewable resources such as forests, fisheries and land. There are, however, important variations in the challenges presented by these sectors and the manner in which corruption in relation to them can be addressed.

    Under a sustainable, well-managed, logging regime, Papua - the most densely forested part of Indonesia - can potentially contribute substantial forest revenues for socio-economic development. Yet, it remains the poorest region in the country, in part due to widespread corruption involving public and private actors. Specific changes to the forest revenue management system are required to address corruption. Donors can support these changes by engaging in capacity building for auditors, accountants and investigators, and through technical assistance for improving forest monitoring and production reports.

    This report is an evaluation of NORAD’s support to Bunda College of Agriculture, University of Malawi to the tune of NOK 35 million for the period 2001–2004. Results were assessed in five output areas: (a) organisational restructuring; (b) financial and administrative management; (c) revenue generation; (d) improved priority teaching facilities; and (e) improved teaching and research capacity. Notable achievements included the preparation of a strategic plan for the College; the commercialisation of Bunda Farm; the resuscitation of the Bunda Journal of Agriculture, Environmental Science and Technology; installation of a local area network and a new software package for accounting purposes; rehabilitation of buildings; provision of equipment and improvement of library services; and upgrading of professional staff qualifications through a large number of scholarships at MSc and PhD levels. Among the shortfalls were the failure to transform Bunda College into a fully-fledged university; the continued undercapitalisation of Bunda Farm; no monitoring and evaluation system installed to ascertain the effectiveness of new systems and procedures; no policy formulated on consultancies, including overheads to be paid to the College; and limited outreach to the ultimate beneficiaries of agricultural research, i.e. the farmers. With respect to the next phase, it was recommended that more attention be given to outreach activities; that sustainability concerns be taken more seriously; and that a lean and simple management structure be established to avoid top-heavy, multi-layered arrangements which would increase transaction costs.

    This Brief examines community-based anti-corruption efforts in natural resource management in order to better understand their rationales, potentialities, and challenges—especially complications posed by the intersection of such initiatives with national-level dynamics of institutional capture. The authors present a case study from northeastern Madagascar in order to empirically explore such dynamics, and conclude with a discussion of how multi-level anti-corruption interventions might offer a promising way forward for reducing corruption in natural resource management for certain high-value landscapes or resources that might be subject to challenges connected to institutional capture.

    The report reviews available research on the links between agriculture and the rest of the economy, with a focus on structural adjustment and the role of agriculture in economic growth and poverty reduction. Furthermore, the report discusses the links between agricultural production, nutrition and food security. The report discusses constraints on agricultural growth, both external constraints, such as roads and other infrastructure, institutional constraints that may reflect market failures, and more immediate constraints such as lack of modern seeds, fertilizers and irrigation. At all levels underlying market failures are identified, and relevant policy interventions are discussed. The report concludes that agricultural policies should be integrated with general policies for development in remote areas. Government and donor-supported safety nets may help in reducing the risks facing poor farmers, and thus allow them to invest in potentially more productive techniques. Such safety nets may target other sectors, with the health sector being potentially the most important one, since own labor is the main source of income for poor people. Emergency aid, or other social protection systems, will also provide villagers with the necessary safety nets. Beyond insurance and basic income support, there is a need to invest in roads, infrastructure, basic education, and training in improved agricultural techniques, including localized soil management systems. Training should be linked to localized research and extension services, including model farmers at the village level.

    A series of five “Reality Checks” will take place in the period 2011-2016, focussing on the dynamics of poverty and well-being with a particular focus on good governance, agriculture/climate and energy that are key sectors in Swedish development cooperation with Mozambique. Each Reality Check will be published in the form of one Annual Report and three Sub-Reports from each of the three selected study-sites (see ORGUTa 2011 for more details). More concretely, the “Reality Checks in Mozambique” are expected to: i) Inform the public discussion among key development actors on poverty reduction, especially in the province of Niassa; ii) Contribute to a better understanding of qualitative poverty monitoring methods in Mozambique; iii) Provide Sweden with relevant qualitative data on developments and results from its engagement in Mozambique and support further implementation of its programme in Niassa. The series of studies was initiated by an Inception Report published in August 2011 (ORGUT 2011a). Through that exercise, it was decided that the Reality Checks shall be based on fieldwork in three different Districts/Municipalities in the Province of Niassa that display variations in terms of geographical locations, access to public services and levels of poverty and well-being. The three areas selected were i); the Municipality of Cuamba; ii) the District of Lago and iii) the District of Majune (see Map 1). The 1 st Reality Check was carried out in 2011 in the form of three sub-reports (Orgut 2011 b,c,d) and the first Annual Report (Orgut 2011 e), and represent a baseline upon which the subsequent Reality Checks will build.     Donor-backed programmes for Reducing Emissions from Deforestation and Forest Degradation (REDD) intend to financially reward individuals, communities and countries that cut carbon emissions from forests as part of a global climate regime. But countries with the highest volumes of deforestation – and therefore a focus of REDD support - are also those with some of the poorest scores on established indicators of governance. Addressing challenges related to governance and corruption is an acknowledged goal among major donors supporting REDD, and actions are being taken intended to improve and monitor forest governance performance in REDD host countries. Yet despite recognition of the importance of practically addressing and analysing forest-linked governance and corruption challenges for REDD, detailed explorations of these issues have to date been scarce and potential policy approaches are still in their infancy. This U4 Report aims to add nuance to discussions on how donors might approach challenges of governance and corruption with special reference to REDD schemes. It offers a state-of-the-art review of literature on REDD, forest governance, and corruption, and draws evidence from fieldwork in three countries either embarking or about to embark on their path towards REDD implementation: the Democratic Republic of Congo (DRC), Kenya, and Tanzania.

    This report presents the findings of a mid-term review of the Agricultural Research and Development Programme (ARDEP) based at Bunda College of Agriculture in Malawi. The objective of ARDEP is to apply new technologies to the challenges facing Malawian smallholders. The novelty of the programme is its mode of operation. It involves multiple stakeholders across sectors into a coherent system of implementation to ensure concerted action towards common goals. Demand-driven micro projects are designed to bring productivity-enhancing technologies out to the ultimate beneficiaries at the grassroots: the farmers themselves, in conjunction with and on the advice of scientists. These pilot micro projects are fully integrated into established government structures, and fit squarely into the overall government policy framework for the agricultural sector. The ARDEP concept and design are sound. Major results can be expected in the remainder of the programme’s lifetime. The sustainability of the micro projects themselves as discrete entities is reassuring, and the potential for scaling up is greatly enhanced through their integration into the established structures of the agricultural sector. A model of technological outreach has been arrived at, which promises to be sustainable because the government is involved as a key player.

    Natural resources often provide fertile ground for corruption. Since a substantial number of partner countries in development cooperation are richly endowed with natural resources, these contexts pose a particular challenge for effective donor action. The risk of corruption cuts across natural resource sectors - from non-renewable resources such as oil, gas, minerals and metals, to renewable resources such as forests, fisheries and land. There are, however, important variations in the challenges presented by these sectors and the manner in which corruption in relation to them can be addressed.

    Under a sustainable, well-managed, logging regime, Papua - the most densely forested part of Indonesia - can potentially contribute substantial forest revenues for socio-economic development. Yet, it remains the poorest region in the country, in part due to widespread corruption involving public and private actors. Specific changes to the forest revenue management system are required to address corruption. Donors can support these changes by engaging in capacity building for auditors, accountants and investigators, and through technical assistance for improving forest monitoring and production reports.

    This report is an evaluation of NORAD’s support to Bunda College of Agriculture, University of Malawi to the tune of NOK 35 million for the period 2001–2004. Results were assessed in five output areas: (a) organisational restructuring; (b) financial and administrative management; (c) revenue generation; (d) improved priority teaching facilities; and (e) improved teaching and research capacity. Notable achievements included the preparation of a strategic plan for the College; the commercialisation of Bunda Farm; the resuscitation of the Bunda Journal of Agriculture, Environmental Science and Technology; installation of a local area network and a new software package for accounting purposes; rehabilitation of buildings; provision of equipment and improvement of library services; and upgrading of professional staff qualifications through a large number of scholarships at MSc and PhD levels. Among the shortfalls were the failure to transform Bunda College into a fully-fledged university; the continued undercapitalisation of Bunda Farm; no monitoring and evaluation system installed to ascertain the effectiveness of new systems and procedures; no policy formulated on consultancies, including overheads to be paid to the College; and limited outreach to the ultimate beneficiaries of agricultural research, i.e. the farmers. With respect to the next phase, it was recommended that more attention be given to outreach activities; that sustainability concerns be taken more seriously; and that a lean and simple management structure be established to avoid top-heavy, multi-layered arrangements which would increase transaction costs.
