Highly valued as primary sources by historians and humanities scholars, newspaper archives have been massively digitised in libraries, resulting in large collections of machine-readable documents and, over the past half-decade, in numerous academic research initiatives on their automatic processing. The Dagstuhl Seminar 22292 "Computational Approaches to Digitised Historical Newspaper" gathered researchers and practitioners with backgrounds in natural language processing, computer vision, digital history and digital library involved in computational approaches to historical newspapers with the objectives to share experiences, analyse successes and shortcomings, deepen our understanding of the interplay between computational aspects and digital scholarship, and discuss future challenges. This report documents the program and the outcomes of the seminar. We take a macroeconomic approach to analyze the role of agriculture in development. We construct a new database with systematic measures of inputs and outputs of agricultural production around the globe. The data exhibits strong neoclassical features: going from poor to rich countries, capital and intermediate input prices decline dramatically relative to labor prices; concurrently, capital and intermediate input use in agriculture increases by a factor of 300--800 relative to labor. Input intensification accounts for a bit less than two-thirds of the agricultural labor productivity gap between the poorest and richest countries. Our observations are well explained by an aggregate agricultural production function with input substitutabilities significantly above unity. On the demand side, standard non-homothetic preferences accurately capture how the expenditure share of agricultural goods varies across the development spectrum. We incorporate our findings into a closed-economy general-equilibrium model with minimal distortions, showing that non-agricultural TFP differences play a much more important role than agricultural TFP differences in explaining income differences.

Using newly-collected, nationally representative datasets from 60 countries covering 80% of the world population, this paper studies gender norms on two policy issues: basic rights, allowing women to work outside of the home, and affirmative action, prioritizing women when hiring for leadership positions. Misperceptions of gender norms are pervasive across the world, and the nature of the misperception is context-dependent. In less gender-equal countries, people underestimate support for both policies, particularly support among men; in more gender-equal countries, people overestimate support for affirmative action, particularly support among women, and underestimate support for basic rights. Gender stereotyping and overweighting of minority views are potential drivers of the global patterns of misperceptions. Our findings indicate how misperceptions of gender norms may obstruct progress toward gender equality and contribute to sustaining gender policies that are not necessarily favored by women.

These include concerns about the envy of others, beliefs in the importance of luck for success, disdain for competitive effort, and traditional beliefs in witchcraft. We show that such demotivating beliefs can evolve when interactions are zero-sum in nature, i.e., gains for one individual tend to come at the expense of others. Within a population, our model predicts a divergence between material and subjective payoffs, with material welfare being hump-shaped and subjective well-being being decreasing in demotivating beliefs. Across societies, our model predicts a positive relationship between zero-sum thinking and demotivating beliefs and a negative relationship between zero-sum thinking (or demotivating beliefs) and both material welfare and subjective well-being. We test the model’s predictions using data from two samples in the Democratic Republic of Congo and from the World Values Survey. In the DRC, we find a positive relationship between zero-sum thinking and the presence of demotivating beliefs, such as concerns about envy and beliefs in witchcraft. Globally, zero-sum thinking is associated with skepticism about the importance of hard work for success, lower income, less educational attainment, less financial security, and lower life satisfaction. Comparing individuals in the same zero-sum environment, we observe the divergence between material outcomes and subjective well-being predicted by our model.

The 1965 Voting Rights Act (VRA) paved the road to Black empowerment. How did southern whites respond? Leveraging newly digitized data on county-level voter registration rates by race between 1956 and 1980, and exploiting pre-determined variation in exposure to the federal intervention, we document that the VRA increases both Black and white political participation. Consistent with the VRA triggering countermobilization, the surge in white registrations is concentrated where Black political empowerment is more tangible and salient due to the election of African Americans in county commissions. Additional analysis suggests that the VRA has long-lasting negative effects on whites' racial attitudes.

Our focus on redistribution arises from the inherent class conflicts it engenders in policy choices, allowing us to examine whose preferences are reflected in policy formulation. Contrary to prevailing assumptions regarding political influence, we find that the preferences of the lower socioeconomic group, rather than those of the median or upper strata, are most predictive of realized redistribution. This finding contradicts the expectations of both leading experts and regular citizens.

Highly valued as primary sources by historians and humanities scholars, newspaper archives have been massively digitised in libraries, resulting in large collections of machine-readable documents and, over the past half-decade, in numerous academic research initiatives on their automatic processing. The Dagstuhl Seminar 22292 "Computational Approaches to Digitised Historical Newspaper" gathered researchers and practitioners with backgrounds in natural language processing, computer vision, digital history and digital library involved in computational approaches to historical newspapers with the objectives to share experiences, analyse successes and shortcomings, deepen our understanding of the interplay between computational aspects and digital scholarship, and discuss future challenges. We take a macroeconomic approach to analyze the role of agriculture in development. We construct a new database with systematic measures of inputs and outputs of agricultural production around the globe. The data exhibits strong neoclassical features: going from poor to rich countries, capital and intermediate input prices decline dramatically relative to labor prices; concurrently, capital and intermediate input use in agriculture increases by a factor of 300--800 relative to labor. Input intensification accounts for a bit less than two-thirds of the agricultural labor productivity gap between the poorest and richest countries. Our observations are well explained by an aggregate agricultural production function with input substitutabilities significantly above unity. On the demand side, standard non-homothetic preferences accurately capture how the expenditure share of agricultural goods varies across the development spectrum. We incorporate our findings into a closed-economy general-equilibrium model with minimal distortions, showing that non-agricultural TFP differences play a much more important role than agricultural TFP differences in explaining income differences.

Using newly-collected, nationally representative datasets from 60 countries covering 80% of the world population, this paper studies gender norms on two policy issues: basic rights, allowing women to work outside of the home, and affirmative action, prioritizing women when hiring for leadership positions. Misperceptions of gender norms are pervasive across the world, and the nature of the misperception is context-dependent. In less gender-equal countries, people underestimate support for both policies, particularly support among men; in more gender-equal countries, people overestimate support for affirmative action, particularly support among women, and underestimate support for basic rights. Gender stereotyping and overweighting of minority views are potential drivers of the global patterns of misperceptions. Our findings indicate how misperceptions of gender norms may obstruct progress toward gender equality and contribute to sustaining gender policies that are not necessarily favored by women.

These include concerns about the envy of others, beliefs in the importance of luck for success, disdain for competitive effort, and traditional beliefs in witchcraft. We show that such demotivating beliefs can evolve when interactions are zero-sum in nature, i.e., gains for one individual tend to come at the expense of others. Within a population, our model predicts a divergence between material and subjective payoffs, with material welfare being hump-shaped and subjective well-being being decreasing in demotivating beliefs. Across societies, our model predicts a positive relationship between zero-sum thinking and demotivating beliefs and a negative relationship between zero-sum thinking (or demotivating beliefs) and both material welfare and subjective well-being. We test the model’s predictions using data from two samples in the Democratic Republic of Congo and from the World Values Survey. In the DRC, we find a positive relationship between zero-sum thinking and the presence of demotivating beliefs, such as concerns about envy and beliefs in witchcraft. Globally, zero-sum thinking is associated with skepticism about the importance of hard work for success, lower income, less educational attainment, less financial security, and lower life satisfaction. Comparing individuals in the same zero-sum environment, we observe the divergence between material outcomes and subjective well-being predicted by our model.

The 1965 Voting Rights Act (VRA) paved the road to Black empowerment. How did southern whites respond? Leveraging newly digitized data on county-level voter registration rates by race between 1956 and 1980, and exploiting pre-determined variation in exposure to the federal intervention, we document that the VRA increases both Black and white political participation. Consistent with the VRA triggering countermobilization, the surge in white registrations is concentrated where Black political empowerment is more tangible and salient due to the election of African Americans in county commissions. Additional analysis suggests that the VRA has long-lasting negative effects on whites' racial attitudes.

Our focus on redistribution arises from the inherent class conflicts it engenders in policy choices, allowing us to examine whose preferences are reflected in policy formulation. Contrary to prevailing assumptions regarding political influence, we find that the preferences of the lower socioeconomic group, rather than those of the median or upper strata, are most predictive of realized redistribution. This finding contradicts the expectations of both leading experts and regular citizens.
