During the Covid 19 Pandemic, there have been countless calls for the creation of “global public goods” or “global commons” issued by a variety of actors with sometimes diametrically opposed views, as if the two notions had the same meaning.And indeed, even today these notions are still often used as synonyms and interchangeable, leading to an amalgamation of concepts. The meaning and implications of using one notion or other notion (global public good, global commons) is never examined.We believe that, contrary to the dominant view, it is urgent to put an end to this confusion which is not only of a semantic order and has huge economic and social implications.In this article, we start by recalling what constitutes the notion of “Global Public Good” and by extension the content of what can be called the GPG approach (section 1). Then, by difference we present the notion of common good and the commons based approach (section 2). Finally, in a concluding section, we present some of the most significant initiatives taken during the covid-19 pandemic, designed and deployed to producing and distributing health products as common goods (section 3). Our overall ambition being to highlight that the deployment of the commons based approach that we are calling for, is not a utopia, as it is already moving on.

However, videoconferencing while managing a continuous flow of emails can be exhausting and remote working can be difficult to cope with. The Second ENCORE European conference in October 2021 in Paris, France, has gathered two communities, the Risk Perception and Behaviour Survey of Surveyors (Risk-SoS) and the H2020-DRS01 Cluster on risk perception and adaptive behaviour (a grouping of several Horizon Europe – Disaster Resilient Societies projects, most notably RESILOC, BUILDERS, ENGAGE, LINKS, CORE and Risk PACC). During the Covid-19 pandemic lockdowns in 2020 and 2021 the monthly Risk-SoS webinars have been keeping the risk perception and adaptive behaviour research community together with panels on the role of theories in research on hazards adaptation, resilience and vulnerability. Topics were on risk perception and behaviour across challenges and time, across disciplines and methods, as well as panel and longitudinal approaches, and workshops on theories and methods to advance the design of a collective surveying approach with potentially common questions and answers’ scales to foster comparability. The Risk-SoS webinars have also been discussing the results of the Survey of Surveyors and sustaining the collective effort to build a harmonised approach for risk perception and adaptive behaviour assessment. In an hybrid format, the Second ENCORE conference has gathered 25 researchers and experts from 10 countries (Austria, Belgium, France, Germany, the Netherlands, Poland, Spain, Sweden, Switzerland and the United Kingdom) at the Ministry of Research in Paris, France.

Policy brief; In August 2021, a suspected case of Ebola was identified at a hospital in Abidjan, Côte d’Ivoire. The patient had recently travelled from Labé, Guinea to Abidjan by road and was admitted to a hospital after experiencing a fever.1 If confirmed, this will be the first case of Ebola in Côte d’Ivoire since 19942,3 and is of additional concern due to the ongoing COVID-19 pandemic4 and high regional and cross-border movement.This brief draws on the technical paper for the Tackling Deadly Diseases in Africa (TDDA) programme (July 2021), to present key social science considerations for epidemic response and preparedness in Côte d’Ivoire, with relevance to the current situation. This updated summary includes new material from a rapid literature review and consultations with social science and public health experts in-country.

Interview / Conference, French-American Foundation, New York; The rise of right-wing populism is one of the most significant political developments of the last decade. In Europe right-wing populist parties such as the French Rassemblement National have gained traction in the wake of the 2008 financial crisis and, most importantly, during the 2015 migration crisis. In the United-States, populist themes and ideas have played an important role in Donald Trump’s election in 2016 and in his redefinition of the GOP. Adopting a transatlantic perspective, this conference will discuss crucial aspects of the populist phenomenon and its recent manifestations in France and the United States, in the specific context produced by the Covid-19 pandemic, asking whether the current crisis may mark the end of the populist cycle in both countries.
