    Resumen: Se estima que, en Argentina, dependiendo de la definición de la pobreza que se adopte (monetaria o por privaciones en el ejercicio de derechos), entre 47% y 60% de la infancia entre 0 y 17 años vive en situación de pobreza o indigencia y residen en asentamientos o villas (Tuñón, 2020; Tuñón y Poy, 2019). Se ha verificado que ser pobre por ingresos o indigente incrementa de manera notoria las posibilidades de padecer malestar psicológico y experimentar poca satisfacción con la vida (Bonfiglio et al., 2020). Con el fin de mejorar las competencias emocionales y sociales y de promover la resiliencia de personas que viven en situación de pobreza o vulnerabilidad, se aplicó un programa de intervención en referentes comunitarios de estos barrios, cuyo objetivo fue el desarrollo de competencias que contribuyeran a su rol de liderazgo social. El programa se aplicó unos meses antes de que se declarara la pandemia por Covid-19 y participaron casi 50 líderes, referentes y educadores sociales de cinco organizaciones de base comunitaria de barrios vulnerables del conurbano bonaerense. Se les brindó un marco de contención y herramientas de gestión emocional que mostraron ser valiosas entonces y, especialmente, durante la pandemia.

    Resumen: La enfermedad causada por el coronavirus SARS-CoV-2, denominada covid-19, es más que una pandemia sensu strictu: ya reviste las características de una crisis global. Comenzó, sí, como un brote infeccioso puntual, de irrupción violenta, que afectó inicialmente una ciudad: Wuhan. Pero a diferencia de la epidemia causada por el virus del síndrome respiratorio agudo y severo (SARS) en 2003, la alta contagiosidad del nuevo virus fue (parcialmente) responsable de la aparición de nuevos focos en Corea del Sur, Irán, la región de la Lombardía en el norte de Italia, Francia, España, y luego otros países del globo. La respuesta inicial del mundo occidental a lo que acontecía en la ciudad de Wuhan fue parangonable a lo que los psicólogos denominan “negación”. Pocos países del mundo industrializado, aun aquellos con sistemas de salud sofisticados y con amplios recursos económicos, prepararon planes de contingencia apropiados y escalables en la exigua ventana de tiempo; incluso muchos carecían de planes. En la era de la globalización, se implementaron casi sin excepción medidas antiglobales, localistas y descoordinadas.

    Este capítulo tiene como objetivo dar cuenta del impacto, en algunos indicadores socioocupacionales, de la crisis económico-sanitaria desatada por las restricciones a la producción, la comercialización y la prestación de servicios que debieron implementarse en la Argentina para enfrentar el covid-19. Como se señaló en la introducción, la irrupción de los casos de covid-19 en la Argentina, en marzo de 2020, se generó en un contexto previo de desigualdades estructurales del mercado de trabajo y de la estructura productiva de las cuales nuestro país no pudo salir en las últimas décadas. Desde 2016 las medidas de ajuste macroeconómico, el contexto internacional adverso, la política de elevada inflación, la insuficiente inversión privada y la limitada inversión pública en el marco de un incremento del déficit han generado un escenario recesivo y desfavorable en materia de empleo. Entre 2017 y 2019 se suman a esta situación, estructuralmente adversa, los efectos recesivos del proceso de devaluación, las implicancias que generó una abultada deuda pública y la posterior aceleración de la inflación que produjo pérdida en los ingresos y en la capacidad de consumo de los hogares (Beccaria y Maurizio, 2012; Benza y Kessler, 2020; Neffa, 2020; Bertranou y otros, 2013; Poy, 2019; Salvia, Fachal y Robles, 2018)...

    Resumen: En el marco de la crisis sanitaria global que afrontamos, viejas preguntas y viejos problemas vuelven con fuerza. La idea de desarrollo es clave tanto para afrontar las consecuencias inmediatas de esta crisis, como para revertir problemas estructurales de desigualdad en nuestros territorios latinoamericanos. Para ello, la propuesta de Albert Otto Hirschman sigue estando vigente en tanto realiza algunas críticas a las ideas más canónicas de la teoría de desarrollo desde la experiencia de trabajo en los llamados países subdesarrollados. Con la precaución de mantener una mirada crítica, realizaremos un breve recorrido por una selección propia de dos principios y dos mecanismos elaborados por el autor, útiles para pensar la gestión del desarrollo.

    Abstract: Two highly relevant studies related to SARS-CoV-2 and coronavirus disease (COVID-19) and supporting the use of melatonin to prevent and treat this serious infection were published recently. Campos-Codo and colleagues [1] documented experimentally their claim that drugs which specifically target hypoxia inducible factor-1α (HIF-1α) would likely have great therapeutic value in treating COVID-19. The second report is a retrospective analysis based on the clinical experience at the Columbia University Irving Medical Center with the use of drugs to treat respiratory distress in COVID-19-infected patients who required endotracheal intubation [2]. Hyperinflammatory monocytes/macrophages accumulate in abundance in the lower respiratory tract where they play a key role in determining the severity of SARS-CoV-2 infections. Campos-Codo, et al. [1] found that monocytes/macrophages infected with the SARSCoV-2 virus reprogram their metabolism from the conventional mitochondrial oxidative phosphorylation (OXPHOS) to the (usually) pathological cytosolic glycolysis. This so-called Warburg-type metabolism is aided by the inadequately controlled elevated blood glucose levels of diabetic patients, which enhances cellular glycolysis, viral replication and hastens development of a severe respiratory infection resulting from the elevated cytokine release (“cytokine storm”).

    Resumen: En Argentina, la situación socioeconómica de los hogares y el precio de los alimentos lleva a una vulnerabilidad alimentaria cada vez más grave, agudizada aún más por la pandemia del COVID-19. Este artículo busca establecer los efectos generados por el Aislamiento Social Preventivo y Obligatorio (ASPO) en la inseguridad alimentaria de las niñas, niños y adolescentes del Área Metropolitana de Buenos Aires (AMBA), y determinar si las políticas sociales implementadas por el gobierno ayudaron o no a evitar una profundización del fenómeno. Esta investigación fue abordada a través de un estudio longitudinal de panel sobre una muestra de hogares con niñas/os del AMBA, con base en la Encuesta de la Deuda Social Argentina (EDSA). Los resultados disponen que las políticas públicas de transferencias de ingresos y ayudas alimentarias directas implementadas no han sido suficientes para garantizar la seguridad alimentaria de estas poblaciones e incluso se han revelado insuficientes para sostener los niveles de incidencia de la inseguridad alimentaria previos al COVID- 19.

    La expansión por todo el planeta de la pandemia COVID-19 ha instalado una nueva realidad socioeconómica global de consecuencias todavía impredecibles. La virulencia de la enfermedad, sumado a la precariedad de los saberes y de los recursos orientados a su adecuado manejo, obligó a la mayoría de los gobiernos del mundo a tomar inéditas medidas de confinamiento social obligatorio. Estas medidas han permitido disminuir los contagios, evitar el colapso de los sistemas sanitarios y preservar vidas. Sin embargo, al mismo tiempo el confinamiento de gran parte de la población mundial ha paralizado la actividad económica generando una contracción que se estima la más severa desde la Gran Depresión. En este contexto, la Argentina no ha sido una excepción. Las medidas de aislamiento social obligatorio, en el marco de la emergencia sanitaria, han tenido un impacto regresivo a nivel productivo, laboral y social, así como para los actores gremiales que regulan la dinámica de acumulación, el empleo y la distribución del ingreso. No escapa a la realidad nacional que esta crisis mundial golpea duramente a una sociedad afectada no sólo por desigualdades estructurales, atravesada por sistemas de empleo, salud y seguridad social fuertemente segmentados, sino además por una acumulación de estancamiento, alta inflación, déficit fiscal, crisis de deuda, desempleo estructural y pobreza crónica; todo lo cual se agravó con la irrupción de la pandemia y las políticas de prevención, sin que exista todavía un claro horizonte de solución sanitaria y recuperación económica...

    En el mes de abril del año 1981, se celebró en Florencia, Italia, lo que se llamó la First International Conference on Logic, Informatics, Law. En este congreso, expositores de todo el mundo se preguntaron si era posible que las computadoras pudieran razonar jurídicamente. El único acuerdo al que llegaron los asistentes fue que el problema solo podría resolverse luego de experimentar con las computadoras y observar su comportamiento2. Desde entonces, hasta el año 2020, la informática aplicada al Derecho avanzó de manera constante, aunque lentamente. Sin embargo, la reciente pandemia aceleró muchos de los cambios en la digitalización de los procesos judiciales. Las computadoras todavía no razonan jurídicamente de manera autónoma, como soñaban los expositores del congreso; pero sí se desarrollaron otros muchos avances. La vertiginosidad de los últimos cambios, acontecidos durante la pandemia, no nos dio demasiado tiempo para reflexionar sobre ellos; justamente lo contrario de lo que había sucedido con muchas de las novedades anteriores que demoraron años. Por ejemplo, en la Ciudad de Buenos Aires y en el ámbito del Poder Judicial de la Nación, la Corte Suprema de Justicia de la Nación estableció el sistema de notificaciones electrónicas en diciembre de 2011 (Acordada 31/2011); pero recién resultó obligatorio su uso en mayo de 20153. En contraste, en abril de 2020, la Corte implementó la presentación de escritos con firma electrónica (Acordada 12/2020) y, a las pocas semanas, todos los usuarios del sistema estábamos presentando escritos con ese método. Si bien comenzamos a utilizar las nuevas herramientas sin cuestionarlas demasiado, muchas personas sí se detuvieron a analizarlas e incluso a adelantarse a los futuros cambios en el trámite de los expedientes judiciales.     La irrupción del Covid19, pasó rápidamente de ser silente a explosiva, de ser negada y ocultada por las autoridades sanitarias de muchos países a ser declarada pandemia por la OMS; de afirmarse que era una gripe como otras a mostrar el macabro numero de un millón de infectados y 50.000 muertos al día de hoy, con cadáveres amontonándose en las morgues. ¿Qué la vuelve tan particular? Creo que tres elementos: 1) la facilidad del contagio; 2) su rápida expansión en un mundo mucho más intercomunicado -sea en el volumen de personas que viajan, como en la rapidez con la que se llega de un punto a otro del planeta- ; 3) el hecho de que las formas más graves de la afección requieren de asistencia respiratoria, saturando la capacidad del recurso, que se vuelve al mismo tiempo vital y escaso.     Resumen: La Sede Mendoza del Observatorio de la Deuda Social Argentina (ODSA – UCA) tiene por objetivo generar estudios, investigaciones y transferencias vinculadas a la problemática del desarrollo humano, el bienestar económico, la pobreza multidimensional, el desempleo, la informalidad laboral, el desarrollo infantil y la desigualdad estructural en la región CUYO, en particular, en cuanto a los problemas que afectan al Gran Mendoza, en comparación con el resto de la región y el país. El propósito es construir capacidad de análisis en Cuyo-Mendoza, con recursos humanos propios para elaborar informes específicos sobre tendencias estructurales en materia de empleo-desempleo, informalidad, pobreza multidimensional, bienestar económico y subjetivos, educación y salud, impacto COVID-19, entre otros indicadores de interés. El plan de investigación se organiza y desarrolla en el marco de los estudios más amplios del Observatorio de la Deuda Social Argentina - Sede Central, utilizando las mismas definiciones, metodologías y enfoques, como se puede apreciar por ejemplo en ODSA-UCA (2022).

    Resumen: Se estima que, en Argentina, dependiendo de la definición de la pobreza que se adopte (monetaria o por privaciones en el ejercicio de derechos), entre 47% y 60% de la infancia entre 0 y 17 años vive en situación de pobreza o indigencia y residen en asentamientos o villas (Tuñón, 2020; Tuñón y Poy, 2019). Se ha verificado que ser pobre por ingresos o indigente incrementa de manera notoria las posibilidades de padecer malestar psicológico y experimentar poca satisfacción con la vida (Bonfiglio et al., 2020). Con el fin de mejorar las competencias emocionales y sociales y de promover la resiliencia de personas que viven en situación de pobreza o vulnerabilidad, se aplicó un programa de intervención en referentes comunitarios de estos barrios, cuyo objetivo fue el desarrollo de competencias que contribuyeran a su rol de liderazgo social. El programa se aplicó unos meses antes de que se declarara la pandemia por Covid-19 y participaron casi 50 líderes, referentes y educadores sociales de cinco organizaciones de base comunitaria de barrios vulnerables del conurbano bonaerense. Se les brindó un marco de contención y herramientas de gestión emocional que mostraron ser valiosas entonces y, especialmente, durante la pandemia.

    Resumen: La enfermedad causada por el coronavirus SARS-CoV-2, denominada covid-19, es más que una pandemia sensu strictu: ya reviste las características de una crisis global. Comenzó, sí, como un brote infeccioso puntual, de irrupción violenta, que afectó inicialmente una ciudad: Wuhan. Pero a diferencia de la epidemia causada por el virus del síndrome respiratorio agudo y severo (SARS) en 2003, la alta contagiosidad del nuevo virus fue (parcialmente) responsable de la aparición de nuevos focos en Corea del Sur, Irán, la región de la Lombardía en el norte de Italia, Francia, España, y luego otros países del globo. La respuesta inicial del mundo occidental a lo que acontecía en la ciudad de Wuhan fue parangonable a lo que los psicólogos denominan “negación”. Pocos países del mundo industrializado, aun aquellos con sistemas de salud sofisticados y con amplios recursos económicos, prepararon planes de contingencia apropiados y escalables en la exigua ventana de tiempo; incluso muchos carecían de planes. En la era de la globalización, se implementaron casi sin excepción medidas antiglobales, localistas y descoordinadas.

    Este capítulo tiene como objetivo dar cuenta del impacto, en algunos indicadores socioocupacionales, de la crisis económico-sanitaria desatada por las restricciones a la producción, la comercialización y la prestación de servicios que debieron implementarse en la Argentina para enfrentar el covid-19. Como se señaló en la introducción, la irrupción de los casos de covid-19 en la Argentina, en marzo de 2020, se generó en un contexto previo de desigualdades estructurales del mercado de trabajo y de la estructura productiva de las cuales nuestro país no pudo salir en las últimas décadas. Desde 2016 las medidas de ajuste macroeconómico, el contexto internacional adverso, la política de elevada inflación, la insuficiente inversión privada y la limitada inversión pública en el marco de un incremento del déficit han generado un escenario recesivo y desfavorable en materia de empleo. Entre 2017 y 2019 se suman a esta situación, estructuralmente adversa, los efectos recesivos del proceso de devaluación, las implicancias que generó una abultada deuda pública y la posterior aceleración de la inflación que produjo pérdida en los ingresos y en la capacidad de consumo de los hogares (Beccaria y Maurizio, 2012; Benza y Kessler, 2020; Neffa, 2020; Bertranou y otros, 2013; Poy, 2019; Salvia, Fachal y Robles, 2018)...

    Resumen: En el marco de la crisis sanitaria global que afrontamos, viejas preguntas y viejos problemas vuelven con fuerza. La idea de desarrollo es clave tanto para afrontar las consecuencias inmediatas de esta crisis, como para revertir problemas estructurales de desigualdad en nuestros territorios latinoamericanos. Para ello, la propuesta de Albert Otto Hirschman sigue estando vigente en tanto realiza algunas críticas a las ideas más canónicas de la teoría de desarrollo desde la experiencia de trabajo en los llamados países subdesarrollados. Con la precaución de mantener una mirada crítica, realizaremos un breve recorrido por una selección propia de dos principios y dos mecanismos elaborados por el autor, útiles para pensar la gestión del desarrollo.

    Abstract: Two highly relevant studies related to SARS-CoV-2 and coronavirus disease (COVID-19) and supporting the use of melatonin to prevent and treat this serious infection were published recently. Campos-Codo and colleagues [1] documented experimentally their claim that drugs which specifically target hypoxia inducible factor-1α (HIF-1α) would likely have great therapeutic value in treating COVID-19. The second report is a retrospective analysis based on the clinical experience at the Columbia University Irving Medical Center with the use of drugs to treat respiratory distress in COVID-19-infected patients who required endotracheal intubation [2]. Hyperinflammatory monocytes/macrophages accumulate in abundance in the lower respiratory tract where they play a key role in determining the severity of SARS-CoV-2 infections. Campos-Codo, et al. [1] found that monocytes/macrophages infected with the SARSCoV-2 virus reprogram their metabolism from the conventional mitochondrial oxidative phosphorylation (OXPHOS) to the (usually) pathological cytosolic glycolysis. This so-called Warburg-type metabolism is aided by the inadequately controlled elevated blood glucose levels of diabetic patients, which enhances cellular glycolysis, viral replication and hastens development of a severe respiratory infection resulting from the elevated cytokine release (“cytokine storm”).
