    В статье рассмотрен философский аспект развития государственных программ цифровизации разных стран. Дана характеристика категории «искусственный интеллект». Показаны особенности внедрения слабого искусственного интеллекта в социальные системы, в частности, в России, Китае и странах Запада. На примере COVID-19 рассмотрено принятие обществом мер государственного принуждения. Освещены вопросы вмешательства правительств в частную жизнь, влияния искусственного интеллекта на окружающую реальность. Приведены аксиологические основания различий в реакции разных народов на необходимость исполнения распоряжений органов власти.

    Coronavirus disease (COVID-19) is caused by one of the new strain of Coronavirus (SARS-CoV-2) which was initially discovered in December 2019 in Wuhan city of China. The common symptoms of this disease are fever, cough and shortness of breath. As a professional we are going through a situation that we have not seen before. Oral & Maxillofacial surgeon are facing dilemmas over patients and treatment selection, safety of medical personal and patients and the most appropriate use of available resource in our hospitals. This advice guideline discusses the medical protection measures required in the outpatient clinic as well as in Operation Theater in oral and maxillofacial surgery department. The aim of this article is to provide a brief overview of virology, diagnostic test, transmission route, incubation period, clinical manifestation and treatment of corona virus. In addition, the main goal of this article is that we have to make certain recommendation/guideline on patient selection, procedure selection and discussing the measures to be taken to prevent the spread of virus at our workplace during this era of pandemic

    This paper proposes as a principal objective shows that the situation of oil prices in the initial four months of 2020 in Colombia and in general in medium oil producing countries implies the opportunity to rethink the production structure and the energy matrix too. The causes of this drop in oil prices are presented and discussed, such as world demand, pressured in the months of March and April by the COVID-19 situation, the self-sufficiency of the United States and the energy transition in China. Some statistical data are then presented to reinforce the opportunity argument represented by the drop in prices of both fossil and alternative energy. At the same time, the environmental implications of exploiting unconventional oil reserves are questioned for the need of exploitation with non-conventional techniques such as fracking. In the end, a return to development banks is proposed to promote both economic diversification and the energy transition.

    Bluetooth is an essential wireless standard for short-distance and low-power wireless networks. Health departments’ contact-tracing applications depended on Bluetooth technology to prevent infectious diseases from spreading, especially COVID-19. The security threats of the Bluetooth-based contact-tracing applications increased because an adversary can use them as surveillance tools that violate the user’s privacy and revealpersonal information. The Bluetooth standard mainly depends on the device address in its authenticated pairing mechanism (Secure Simple Pairing), which can collect with off-the-shelf hardware and software and leads to a tracking attack. To avoid the risk of tracking based on this security vulnerability in the Bluetooth protocol, we suggest a novel authentication protocol based on a non- interactive zero-knowledge scheme to substitute the authentication protocol used in the Bluetooth standard. The new protocol can replace the authentication protocol in the Bluetooth stack without any modification in the device pairing flow. Finally, we prove the security of our proposed scheme against the man-in-the- middle attack and tracking attack. A performance comparison with the authentication algorithm in the BLE standard shows that our method mitigates the tracking attack with low communication messages. Our results help enhance the contact-tracing application’s security in which Bluetooth access is available.

    The EU knows responses must be rethought when the spaces of power are reconfigured through crisis environments. In terms of migration, it is possible to observe management initiatives based on border control with a low degree of compliance with current legislation. The effects of difficulties in harmonising regional and national policies lead to problems in human security, which is decisive for an eventual imbalance of forces within the Community political framework. At the beginning of 2020, the COVID-19 pandemic hit the region's countries mostly and, with the imposition of restrictive measures on the movement of people, the border closure was a measure of sanitary containment. Since our first release we have received additional data from our new collaborators, allowing this resource to grow to its current size. Dedicated data gathering started from March 11th yielding over 4 million tweets a day. We have added additional data provided by our new collaborators from January 27th to March 27th, to provide extra longitudinal coverage. Version 10 added ~1.5 million tweets in the Russian language collected between January 1st and May 8th, gracefully provided to us by: Katya Artemova (NRU HSE) and Elena Tutubalina (KFU). From version 12 we have included daily hashtags, mentions and emoijis and their frequencies the respective zip files. From version 14 we have included the tweet identifiers and their respective language for the clean version of the dataset. Since version 20 we have included language and place location for all tweets. The data collected from the stream captures all languages, but the higher prevalence are: English, Spanish, and French. We release all tweets and retweets on the full_dataset.tsv file (1,371,993,942 unique tweets), and a cleaned version with no retweets on the full_dataset-clean.tsv file (355,691,266 unique tweets). There are several practical reasons for us to leave the retweets, tracing important tweets and their dissemination is one of them. For NLP tasks we provide the top 1000 frequent terms in frequent_terms.csv, the top 1000 bigrams in frequent_bigrams.csv, and the top 1000 trigrams in frequent_trigrams.csv. Some general statistics per day are included for both datasets in the full_dataset-statistics.tsv and full_dataset-clean-statistics.tsv files.     The burst of publications in the early stage of the covid-19 pandemic addressing topics related to the pandemic has profound consequences on citation indicators, severely affecting the validity of bibliometric indicators. The study has shown that field normalized citation scores may be distorted, and the JIF was estimated to be profoundly affected. A hypothetical unit can be used to illustrate how units under assessment may be affected in evaluations. Consider a unit with a constant publishing output completely in the field of “Pediatrics” and with an average citation rate corresponding to the field average. Such unit would have a field normalized citation score of 1, given that full counting has been applied. Now assume that this unit keeps publishing non-covid publications in 2020 with the same average citation rate as the earlier publications. Its field normalized citation score will now drop from 1 to 0.71 because of the change of the field reference value caused by the covid-19 publications. Now consider that this unit publishes equal parts in the three largest journals for pediatrics (“JAMA pediatrics”, “Pediatrics” and “The Journal of pediatrics”). The unit would then have an increase of their estimated JIF with about 54% (the average increase in JIF in the three journals), also because of the high citation rate of covid-19 publications. This shows that the evaluation of the unit is affected by factors outside the unit and that the change of the normalized citation rate and JIF have no or little relation to the quality of the research at the unit or the impact the unit has at the rest of the research community. There are some limitations of the current study. I have mainly focused on cited-side normalization of citations using the Web of Science journal categories. Other approaches for citation normalization may not be affected the same way by the covid publications, for example if citation clusters are used as fields. Moreover, the field normalized citation score is an average-based indicator. Percentile-based indicators may be less affected. Furthermore, I have focused on one journal indicator only, namely the journal impact factor. I expected the JIF to be affected by the rapid growth of covid-19 publications because the indicator is based on citations from one publication year only. Other journal indicators may not be as heavily affected. Future work may focus on other indicators. The extreme growth of covid-19 publications and their unusual citation pattern has caused citation indicators to be more unstable. There is a considerable risk to draw misleading conclusions from citation indicators spanning over the beginning of the covid-19 pandemic, in particular when time series are used and when the biomedical literature is assessed. The study supports the concern that there is a risk of overemphasizing on covid-19 related research at the expense of other research areas, not the least since citation indicators influence research policy.

    This article aims to 1) To study the factors of differentiation in undergraduate student behavior. By gender, age, education level monthly income of students 2) To study consumer behavior on entertainment places 3) To compare the influence of factors of marketing mix of entertainment places around educational establishments. The researcher conducted a study from a sample of 400 undergraduate students who visited entertainment venues. The research instruments were questionnaires, statistics used as, percentage, mean, standard deviation Chi-Square Test, Independent sample t test, One-way Analysis of Variance (ANOVA) and Factor Analysis with Kaiser-Myers-Olkin KMO statistic. The results of the research can be concluded that consumer behavior towards entertainment places the respondents chose to use the form of entertainment place the most, which was a liquor store, followed by Restaurant & Pub By the form of travel to use the entertainment place of the respondents the most is relying on a friend's car. The results of the study, composition and factors affecting undergraduate students'use of entertainment place behaviors. By using the sub-variables of the marketing mix to analyze the composition by considering the weight of each variable. Determine which variable is in any component, concludes that there are 4 main components as follows: 1. The service of the establishment 2. The main needs of consumers, 3. Attention in the service of the operator, and 4. The modernization of the establishment.

    No começo de maio de 2020, quando os efeitos da pandemia COVID-19, com o crescimento do número de infectados pelo vírus e do número de mortes, começavam a impactar a sociedade brasileira e refrear a atividade econômica, ficou evidente a necessidade de pensar medidas de reversão da virulência da crise que se instalava, mas também formas de, ao agir contra a crise, já induzir sua superação em novos padrões de convivência social. O texto que apresentamos contém oito sugestões visando abrir diálogo sobre tais propostas, para que o patamar social de retomada das atividades já se fizessem orientados por padrões ético-políticos, econômicos e sociais de menor desigualdade social e de reforço das práticas democráticas. At the beginning of May 2020, when the effects of the COVID-19 pandemic, with the increase in the number of people infected by the virus and the number of deaths, began to impact Brazilian society and curb economic activity, it became evident the need to think about measures of reversing the virulence of the crisis that was taking place, but also ways of, when acting against the crisis, already inducing its overcoming in new patterns of social coexistence. The text that we present contains eight suggestions aimed at opening a dialogue on such proposals, so that the social level of resumption of activities would already be guided by ethical-political, economic and social standards of lesser social inequality and reinforcement of democratic practices.

Such unit would have a field normalized citation score of 1, given that full counting has been applied. Now assume that this unit keeps publishing non-covid publications in 2020 with the same average citation rate as the earlier publications. Its field normalized citation score will now drop from 1 to 0.71 because of the change of the field reference value caused by the covid-19 publications. Now consider that this unit publishes equal parts in the three largest journals for pediatrics (“JAMA pediatrics”, “Pediatrics” and “The Journal of pediatrics”). The unit would then have an increase of their estimated JIF with about 54% (the average increase in JIF in the three journals), also because of the high citation rate of covid-19 publications. This shows that the evaluation of the unit is affected by factors outside the unit and that the change of the normalized citation rate and JIF have no or little relation to the quality of the research at the unit or the impact the unit has at the rest of the research community. There are some limitations of the current study. I have mainly focused on cited-side normalization of citations using the Web of Science journal categories. Other approaches for citation normalization may not be affected the same way by the covid publications, for example if citation clusters are used as fields. Moreover, the field normalized citation score is an average-based indicator. Percentile-based indicators may be less affected. Furthermore, I have focused on one journal indicator only, namely the journal impact factor. I expected the JIF to be affected by the rapid growth of covid-19 publications because the indicator is based on citations from one publication year only. Other journal indicators may not be as heavily affected. Future work may focus on other indicators. The extreme growth of covid-19 publications and their unusual citation pattern has caused citation indicators to be more unstable. There is a considerable risk to draw misleading conclusions from citation indicators spanning over the beginning of the covid-19 pandemic, in particular when time series are used and when the biomedical literature is assessed. The study supports the concern that there is a risk of overemphasizing on covid-19 related research at the expense of other research areas, not the least since citation indicators influence research policy.

    This article aims to 1) To study the factors of differentiation in undergraduate student behavior. By gender, age, education level monthly income of students 2) To study consumer behavior on entertainment places 3) To compare the influence of factors of marketing mix of entertainment places around educational establishments. The researcher conducted a study from a sample of 400 undergraduate students who visited entertainment venues. The research instruments were questionnaires, statistics used as, percentage, mean, standard deviation Chi-Square Test, Independent sample t test, One-way Analysis of Variance (ANOVA) and Factor Analysis with Kaiser-Myers-Olkin KMO statistic. The results of the research can be concluded that consumer behavior towards entertainment places the respondents chose to use the form of entertainment place the most, which was a liquor store, followed by Restaurant & Pub By the form of travel to use the entertainment place of the respondents the most is relying on a friend's car. The results of the study, composition and factors affecting undergraduate students'use of entertainment place behaviors. By using the sub-variables of the marketing mix to analyze the composition by considering the weight of each variable. Determine which variable is in any component, concludes that there are 4 main components as follows: 1. The service of the establishment 2. The main needs of consumers, 3. Attention in the service of the operator, and 4. The modernization of the establishment.

    No começo de maio de 2020, quando os efeitos da pandemia COVID-19, com o crescimento do número de infectados pelo vírus e do número de mortes, começavam a impactar a sociedade brasileira e refrear a atividade econômica, ficou evidente a necessidade de pensar medidas de reversão da virulência da crise que se instalava, mas também formas de, ao agir contra a crise, já induzir sua superação em novos padrões de convivência social. O texto que apresentamos contém oito sugestões visando abrir diálogo sobre tais propostas, para que o patamar social de retomada das atividades já se fizessem orientados por padrões ético-políticos, econômicos e sociais de menor desigualdade social e de reforço das práticas democráticas. At the beginning of May 2020, when the effects of the COVID-19 pandemic, with the increase in the number of people infected by the virus and the number of deaths, began to impact Brazilian society and curb economic activity, it became evident the need to think about measures of reversing the virulence of the crisis that was taking place, but also ways of, when acting against the crisis, already inducing its overcoming in new patterns of social coexistence. The text that we present contains eight suggestions aimed at opening a dialogue on such proposals, so that the social level of resumption of activities would already be guided by ethical-political, economic and social standards of lesser social inequality and reinforcement of democratic practices.
