We measure the impact of the Covid-19 outbreak on the level of mobility and the price of ridesharing. Finally, we show that the pandemic has exacerbated ethnic discrimination. Our results suggest that a decision-maker encouraging the use of ridesharing during the pandemic should account for the impact of the perceived health risks on ridesharing prices and should find ways to ensure fair access.

Using a large sample of vessel movements between ports, we show a decrease in the global maritime connectivity and significant differences between ports and inter-port links. Furthermore, we find that Covid-19 mitigation measures implemented by governments affected regional port hierarchies differently, with a reduction in port concentration in Europe and Africa and an increase in Asia and North America. Globally, very large ports and small but densely inter-connected ones resisted better to the crisis than the others, while small transshipment hubs and bridges appear to have been more negatively impacted. These findings have implications for the design of more resilient port strategies and transport policies by states and firms.

International audience; To face the new challenges caused by modern industry, logistics operations managers need to focus more on integrating sustainability goals, adapt to unexpected disruptions and find new strategies and models for logistics management. The COVID-19 pandemic has proven that unforeseen fragilities, negatively affecting the supply chain performance, can arise rapidly, and logistics systems may confront unprecedented vulnerabilities regarding network structure disruption and high demand fluctuations. The existing studies on a resilient logistics network design did not sufficiently consider sustainability aspects. In fact, they mainly addressed the independent planning of decision-making problems with economic objectives. To fill this research gap, this paper concentrates on the design of resilient and sustainable logistics networks under epidemic disruption and demand uncertainty. A two-stage stochastic mixed integer programming model is proposed to integrate key decisions of location–allocation, inventory and routing planning. Moreover, epidemic disruptions and demand uncertainty are incorporated through plausible scenarios using a Monte Carlo simulation. In addition, two resiliency strategies, namely, capacity augmentation and logistics collaboration, are included into the basic model in order to improve the resilience and the sustainability of a logistics chain network. Finally, numerical examples are presented to validate the proposed approach, evaluate the performance of the different design models and provide managerial insights. The obtained results show that the integration of two design strategies improves resilience and sustainability.

International audience; The increasing impacts of climate change, coupled with the Greta Thunberg effect, the findings of the Intergovernmental Panel on Climate Change (IPCC) reports, and varied environmental policy documents, are pointing to the need for urgent and cohesive climate action and mitigation frameworks. One potent solution, gaining global acceptance, is that of the Green New Deal (GND), positioned as a radical rethinking of political and economic structures in view of pushing sustainability at the forefront of national, regional, and global issues. With the model rapidly gaining ground in various geographies, and in different forms in view of contextualization needs, there is a need to better understand its evolution, knowledge structures, and trends. This paper thus sets forth to provide an understanding of the evolution and implementation of GND through a bibliometric analysis and science mapping techniques using VOSviewer and CiteSpace to identify the thematic focus of 1174 articles indexed in the Web of Science since 1995. To understand the thematic evolution of the field over time, we divided the study period into three sub-periods, namely 1995–2014, 2015–2019, and 2020–2021. These sub-periods were determined considering important milestones related to GNDs. Term co-occurrence analyses were then conducted to understand thematic focus and associated trends. Also, co-citation analysis and bibliographic coupling were other methods applied to identify major sources, authors, publications, and countries that have made more contributions to the development of research on GNDs. The findings of this paper can help both researchers and policy makers understand the evolution and trends of GNDs to better formulate GNDs strategies and policies in accordance with varying needs and geographies.

During the first wave of the COVID-19 pandemic, some French regions were more affected than others. To relieve those areas most affected, the French government organized transfers of critical patients, notably by plane or helicopter. Our objective was to investigate the impact of such transfers on the pulse oximetric saturation (SpO2)-to-inspired fraction of oxygen (FiO2) ratio among transferred critical patients with COVID-19. We conducted a retrospective study on medical and paramedical records. The primary endpoint was the change in SpO2/FiO2 during transfers. Thirty-eight patients were transferred between 28 March and 5 April 2020, with a mean age of 62.4 years and a mean body mass index of 29.8 kg/m2. The population was 69.7% male, and the leading medical history was hypertension (42.1%), diabetes (34.2%), and dyslipidemia (18.4%). Of 28 patients with full data, we found a decrease of 28.9 points in SpO2/FiO2 (95% confidence interval, 5.8 to 52.1, p = 0.01) between the starting and the arrival intensive care units (SpO2/FiO2, 187.3 ± 61.3 and 158.4 ± 62.8 mmHg, respectively). The results showed that the air quality in the urban environments of Grand Est improved significantly compared to the same period in 2019 without lockdown. NO2, O3, aerosol index and CO were the pollutants that exhibited maximum reductions by an average of -33.98%, -5.94%, -26.82% and -0.66%, respectively (the observed maximum decreases were -54.7%, -7.7%, -13.1%, and -5.3%, respectively). The largest decrease occurred in the Public Establishments of Inter-municipal Cooperation (EPCI, in French: Établissement public de coopération intercommunale) areas of Eurométropole de Strasbourg, CA Colmar, and CA Mulhouse Alsace. The maximum decrease in air pollution first occurred in land cover classes close to cities, followed by built-up urban areas. In this study, a global depollution index known as the atmospheric clearance index (ACI) was developed, which involved several air pollution parameters, and quantitatively analyzed the decrease in contamination levels of the atmosphere in this region. In addition, the correlation between the novel ACI and other population and economic development indices was studied. The results indicated that there was a negative and statistically significant correlation between ACI and population density, gross domestic product, gross value added (GVA) at basic prices, number of employees, and active enterprises.

International audience; A variety of public economic policy measures have been designed and implemented in an effort to enable SMEs to limit damages resulting from the adverse sanitary and economic shocks associated with COVID-19. The originality of our study is to propose a rating of the various economic policy measures, the rating being expressed by SMEs owners conditional to their business expectations. In so doing, our contribution is to highlight the policy measures to be implemented in order to support resilient and ambitious ventures with the most positive prospects, which are likely to contribute the most to economic recovery. We exploit an original and rich dataset derived from a survey conducted in May 2020 among a representative sample of more than 2100 Belgian (Walloon) SMEs. The Belgian experience is remarkable because the wide variety of measures it undertook echoes many of the measures taken by OECD countries. Our results suggest that the respondents have an overall positive evaluation of the various economic and social policy measures implemented by the Belgian authorities. More importantly, the rating by SME owners with the most favorable expectations are, however, significantly different than their counterpart. Measures helping firms to maintain their workforce are particularly highly rated by firms with the best prospects. It also appears that those firms prefer short-term and transitory measures.

In response to insufficient understanding of the determinants of change in e-shopping behaviors during the COVID-19 pandemic in developing countries, this paper used the data from 355 respondents, collected in Hanoi during the social distancing period (April 2020), to explore the factors associated with shopping online more frequently (i.e., representing the growth of e-shopping) for five product types (food, medical products, clothing, electronics, and books) in Hanoi, Vietnam. The results showed that nearly 80% of the respondents engaged in e-shopping more frequently than they did before the outbreak of COVID-19. As regards shopping online more frequently in general (i.e., for at least one product type), females were more likely to do so. In-store shopping enjoyment and a decrease in income were a facilitator and a deterrent, respectively. Regarding specific product types, completely working from home had a positive association with more frequent e-purchasing for electronics. Fear of disease encouraged higher frequencies of e-shopping for food and medical products. Notably, the shortage of physical supply was not a determinant of buying any product type online more frequently. As for the implications of our findings, supporting and encouraging low-income shoppers, older persons, and females to engage in e-shopping is necessary to limit the detrimental effects of the pandemic on their lives. The growth of internet purchasing expresses a need to manage the development of urban delivery services, to limit the uncontrolled proliferation of motorcycles. E-shopping requires delivery to complete the online-to-offline process therefore, protecting the health of delivery drivers to ensure the safety of the whole online shopping process would be necessary.

Considering the availability of data and the huge number of supply chains that had their weak links exposed during COVID-19, the objective of the study is to employ artificial intelligence to develop supply chain resilience to withstand extreme disruptions such as COVID-19.Design/methodology/approachWe adopted a qualitative approach for interviewing respondents using a semi-structured interview schedule through the lens of organisational information processing theory. A total of 31 respondents from the supply chain and information systems field shared their views on employing artificial intelligence (AI) for supply chain resilience during COVID-19. We used a process of open, axial and selective coding to extract interrelated themes and proposals that resulted in the establishment of our framework.FindingsAn AI-facilitated supply chain helps systematically develop resilience in its structure and network. Resilient supply chains in dynamic settings and during extreme disruption scenarios are capable of recognising (sensing risks, degree of localisation, failure modes and data trends), analysing (what-if scenarios, realistic customer demand, stress test simulation and constraints), reconfiguring (automation, re-alignment of a network, tracking effort, physical security threats and control) and activating (establishing operating rules, contingency management, managing demand volatility and mitigating supply chain shock) operations quickly.Research limitations/implicationsAs the present research was conducted through semi-structured qualitative interviews to understand the role of AI in supply chain resilience during COVID-19, the respondents may have an inclination towards a specific role of AI due to their limited exposure.Practical implicationsSupply chain managers can utilise data to embed the required degree of resilience in their supply chains by considering the proposed framework elements and phases.Originality/valueThe present research contributes a framework that presents a four-phased, structured and systematic platform considering the required information processing capabilities to recognise, analyse, reconfigure and activate phases to ensure supply chain resilience.

In the near future, the year 2050, agricultural production should expand to fulfill the needs of approximately 9.7 billion inhabitants. Such an objective should be harmonized with social, economic, and environmental sustainability aspects to maintain safe food production and food security worldwide. For more than a year, the COVID-19 pandemic has raised and is still strongly disrupting the agro-livestock production sector, similar to several other economic sectors. In this sector, the relationships between suppliers, producers, and consumers should always continue to maintain the activity of the production chain, which are impaired by social distancing decisions taken following the emergence of the COVID-19 pandemic. In this study, a global cross-sectional survey (translated into four languages: Arabic, English, French, and Spanish) was shared with people belonging to the agricultural sector to identify: (1) the role of the agricultural information and communication technologies (ICTs) in agro-livestock farming systems sustainability during the period of COVID-19 pandemic, (2) the need for such technologies in the agricultural sector, and (3) the factors that affect the use of such technologies. The results showed that the most frequently used agricultural ICTs were social media (Facebook and/or WhatsApp; 27.3%) and online platforms and Internet services (26.3%), whereas robotic vehicles and/or drones (6.6%) were less frequently used. During the emergence of the pandemic, the major reasons impacting agro-livestock farming systems’ sustainability were social distancing (30.0%), shortage of labor (17.7%), maintaining precision farm management (14.8%), product marketing (14.2%), access production inputs (7.2%), and others (16.1%). Applying agricultural ICTs solved many obstacles related to the production process, such as maintaining precision farm management (25.6%), product marketing (23.6%), and access production inputs (16.1%). The subgroup analyses of the results considering the degree of country advancement, size of agribusinesses, and role/position of respondents in the farm highlighted the importance of supporting the use, availability, and awareness of agricultural ICTs at least for some groups of people such as those belong to developing countries, laborers, and small-scale agri-business holders. This cross-sectional study highlights the urgent need to turn to and to expand the use of new agricultural ICTs to meet the growing demand for food production in the world and to ensure the resilience and sustainability of farming systems, specifically under unexpected and extreme conditions. We measure the impact of the Covid-19 outbreak on the level of mobility and the price of ridesharing. Finally, we show that the pandemic has exacerbated ethnic discrimination. Our results suggest that a decision-maker encouraging the use of ridesharing during the pandemic should account for the impact of the perceived health risks on ridesharing prices and should find ways to ensure fair access.

Using a large sample of vessel movements between ports, we show a decrease in the global maritime connectivity and significant differences between ports and inter-port links. Furthermore, we find that Covid-19 mitigation measures implemented by governments affected regional port hierarchies differently, with a reduction in port concentration in Europe and Africa and an increase in Asia and North America. Globally, very large ports and small but densely inter-connected ones resisted better to the crisis than the others, while small transshipment hubs and bridges appear to have been more negatively impacted. These findings have implications for the design of more resilient port strategies and transport policies by states and firms.

International audience; To face the new challenges caused by modern industry, logistics operations managers need to focus more on integrating sustainability goals, adapt to unexpected disruptions and find new strategies and models for logistics management. The COVID-19 pandemic has proven that unforeseen fragilities, negatively affecting the supply chain performance, can arise rapidly, and logistics systems may confront unprecedented vulnerabilities regarding network structure disruption and high demand fluctuations. The existing studies on a resilient logistics network design did not sufficiently consider sustainability aspects. In fact, they mainly addressed the independent planning of decision-making problems with economic objectives. To fill this research gap, this paper concentrates on the design of resilient and sustainable logistics networks under epidemic disruption and demand uncertainty. A two-stage stochastic mixed integer programming model is proposed to integrate key decisions of location–allocation, inventory and routing planning. Moreover, epidemic disruptions and demand uncertainty are incorporated through plausible scenarios using a Monte Carlo simulation. In addition, two resiliency strategies, namely, capacity augmentation and logistics collaboration, are included into the basic model in order to improve the resilience and the sustainability of a logistics chain network. Finally, numerical examples are presented to validate the proposed approach, evaluate the performance of the different design models and provide managerial insights. The obtained results show that the integration of two design strategies improves resilience and sustainability.

International audience; The increasing impacts of climate change, coupled with the Greta Thunberg effect, the findings of the Intergovernmental Panel on Climate Change (IPCC) reports, and varied environmental policy documents, are pointing to the need for urgent and cohesive climate action and mitigation frameworks. One potent solution, gaining global acceptance, is that of the Green New Deal (GND), positioned as a radical rethinking of political and economic structures in view of pushing sustainability at the forefront of national, regional, and global issues. With the model rapidly gaining ground in various geographies, and in different forms in view of contextualization needs, there is a need to better understand its evolution, knowledge structures, and trends. This paper thus sets forth to provide an understanding of the evolution and implementation of GND through a bibliometric analysis and science mapping techniques using VOSviewer and CiteSpace to identify the thematic focus of 1174 articles indexed in the Web of Science since 1995. To understand the thematic evolution of the field over time, we divided the study period into three sub-periods, namely 1995–2014, 2015–2019, and 2020–2021. These sub-periods were determined considering important milestones related to GNDs. Term co-occurrence analyses were then conducted to understand thematic focus and associated trends. Also, co-citation analysis and bibliographic coupling were other methods applied to identify major sources, authors, publications, and countries that have made more contributions to the development of research on GNDs. The findings of this paper can help both researchers and policy makers understand the evolution and trends of GNDs to better formulate GNDs strategies and policies in accordance with varying needs and geographies.

During the first wave of the COVID-19 pandemic, some French regions were more affected than others. To relieve those areas most affected, the French government organized transfers of critical patients, notably by plane or helicopter. Our objective was to investigate the impact of such transfers on the pulse oximetric saturation (SpO2)-to-inspired fraction of oxygen (FiO2) ratio among transferred critical patients with COVID-19. We conducted a retrospective study on medical and paramedical records. The primary endpoint was the change in SpO2/FiO2 during transfers. Thirty-eight patients were transferred between 28 March and 5 April 2020, with a mean age of 62.4 years and a mean body mass index of 29.8 kg/m2. The population was 69.7% male, and the leading medical history was hypertension (42.1%), diabetes (34.2%), and dyslipidemia (18.4%). Of 28 patients with full data, we found a decrease of 28.9 points in SpO2/FiO2 (95% confidence interval, 5.8 to 52.1, p = 0.01) between the starting and the arrival intensive care units (SpO2/FiO2, 187.3 ± 61.3 and 158.4 ± 62.8 mmHg, respectively). The results showed that the air quality in the urban environments of Grand Est improved significantly compared to the same period in 2019 without lockdown. NO2, O3, aerosol index and CO were the pollutants that exhibited maximum reductions by an average of -33.98%, -5.94%, -26.82% and -0.66%, respectively (the observed maximum decreases were -54.7%, -7.7%, -13.1%, and -5.3%, respectively). The largest decrease occurred in the Public Establishments of Inter-municipal Cooperation (EPCI, in French: Établissement public de coopération intercommunale) areas of Eurométropole de Strasbourg, CA Colmar, and CA Mulhouse Alsace. The maximum decrease in air pollution first occurred in land cover classes close to cities, followed by built-up urban areas. In this study, a global depollution index known as the atmospheric clearance index (ACI) was developed, which involved several air pollution parameters, and quantitatively analyzed the decrease in contamination levels of the atmosphere in this region. In addition, the correlation between the novel ACI and other population and economic development indices was studied. The results indicated that there was a negative and statistically significant correlation between ACI and population density, gross domestic product, gross value added (GVA) at basic prices, number of employees, and active enterprises.

International audience; A variety of public economic policy measures have been designed and implemented in an effort to enable SMEs to limit damages resulting from the adverse sanitary and economic shocks associated with COVID-19. The originality of our study is to propose a rating of the various economic policy measures, the rating being expressed by SMEs owners conditional to their business expectations. In so doing, our contribution is to highlight the policy measures to be implemented in order to support resilient and ambitious ventures with the most positive prospects, which are likely to contribute the most to economic recovery. We exploit an original and rich dataset derived from a survey conducted in May 2020 among a representative sample of more than 2100 Belgian (Walloon) SMEs. The Belgian experience is remarkable because the wide variety of measures it undertook echoes many of the measures taken by OECD countries. Our results suggest that the respondents have an overall positive evaluation of the various economic and social policy measures implemented by the Belgian authorities. More importantly, the rating by SME owners with the most favorable expectations are, however, significantly different than their counterpart. Measures helping firms to maintain their workforce are particularly highly rated by firms with the best prospects. It also appears that those firms prefer short-term and transitory measures.

In response to insufficient understanding of the determinants of change in e-shopping behaviors during the COVID-19 pandemic in developing countries, this paper used the data from 355 respondents, collected in Hanoi during the social distancing period (April 2020), to explore the factors associated with shopping online more frequently (i.e., representing the growth of e-shopping) for five product types (food, medical products, clothing, electronics, and books) in Hanoi, Vietnam. The results showed that nearly 80% of the respondents engaged in e-shopping more frequently than they did before the outbreak of COVID-19. As regards shopping online more frequently in general (i.e., for at least one product type), females were more likely to do so. In-store shopping enjoyment and a decrease in income were a facilitator and a deterrent, respectively. Regarding specific product types, completely working from home had a positive association with more frequent e-purchasing for electronics. Fear of disease encouraged higher frequencies of e-shopping for food and medical products. Notably, the shortage of physical supply was not a determinant of buying any product type online more frequently. As for the implications of our findings, supporting and encouraging low-income shoppers, older persons, and females to engage in e-shopping is necessary to limit the detrimental effects of the pandemic on their lives. The growth of internet purchasing expresses a need to manage the development of urban delivery services, to limit the uncontrolled proliferation of motorcycles. E-shopping requires delivery to complete the online-to-offline process therefore, protecting the health of delivery drivers to ensure the safety of the whole online shopping process would be necessary.

Considering the availability of data and the huge number of supply chains that had their weak links exposed during COVID-19, the objective of the study is to employ artificial intelligence to develop supply chain resilience to withstand extreme disruptions such as COVID-19.Design/methodology/approachWe adopted a qualitative approach for interviewing respondents using a semi-structured interview schedule through the lens of organisational information processing theory. A total of 31 respondents from the supply chain and information systems field shared their views on employing artificial intelligence (AI) for supply chain resilience during COVID-19. We used a process of open, axial and selective coding to extract interrelated themes and proposals that resulted in the establishment of our framework.FindingsAn AI-facilitated supply chain helps systematically develop resilience in its structure and network. Resilient supply chains in dynamic settings and during extreme disruption scenarios are capable of recognising (sensing risks, degree of localisation, failure modes and data trends), analysing (what-if scenarios, realistic customer demand, stress test simulation and constraints), reconfiguring (automation, re-alignment of a network, tracking effort, physical security threats and control) and activating (establishing operating rules, contingency management, managing demand volatility and mitigating supply chain shock) operations quickly.Research limitations/implicationsAs the present research was conducted through semi-structured qualitative interviews to understand the role of AI in supply chain resilience during COVID-19, the respondents may have an inclination towards a specific role of AI due to their limited exposure.Practical implicationsSupply chain managers can utilise data to embed the required degree of resilience in their supply chains by considering the proposed framework elements and phases.Originality/valueThe present research contributes a framework that presents a four-phased, structured and systematic platform considering the required information processing capabilities to recognise, analyse, reconfigure and activate phases to ensure supply chain resilience.

In the near future, the year 2050, agricultural production should expand to fulfill the needs of approximately 9.7 billion inhabitants. Such an objective should be harmonized with social, economic, and environmental sustainability aspects to maintain safe food production and food security worldwide. For more than a year, the COVID-19 pandemic has raised and is still strongly disrupting the agro-livestock production sector, similar to several other economic sectors. In this sector, the relationships between suppliers, producers, and consumers should always continue to maintain the activity of the production chain, which are impaired by social distancing decisions taken following the emergence of the COVID-19 pandemic. In this study, a global cross-sectional survey (translated into four languages: Arabic, English, French, and Spanish) was shared with people belonging to the agricultural sector to identify: (1) the role of the agricultural information and communication technologies (ICTs) in agro-livestock farming systems sustainability during the period of COVID-19 pandemic, (2) the need for such technologies in the agricultural sector, and (3) the factors that affect the use of such technologies. The results showed that the most frequently used agricultural ICTs were social media (Facebook and/or WhatsApp; 27.3%) and online platforms and Internet services (26.3%), whereas robotic vehicles and/or drones (6.6%) were less frequently used. During the emergence of the pandemic, the major reasons impacting agro-livestock farming systems’ sustainability were social distancing (30.0%), shortage of labor (17.7%), maintaining precision farm management (14.8%), product marketing (14.2%), access production inputs (7.2%), and others (16.1%). Applying agricultural ICTs solved many obstacles related to the production process, such as maintaining precision farm management (25.6%), product marketing (23.6%), and access production inputs (16.1%). The subgroup analyses of the results considering the degree of country advancement, size of agribusinesses, and role/position of respondents in the farm highlighted the importance of supporting the use, availability, and awareness of agricultural ICTs at least for some groups of people such as those belong to developing countries, laborers, and small-scale agri-business holders. This cross-sectional study highlights the urgent need to turn to and to expand the use of new agricultural ICTs to meet the growing demand for food production in the world and to ensure the resilience and sustainability of farming systems, specifically under unexpected and extreme conditions.
