Other typical sources of income for organised crime (OC) temporarily dried up due to lockdowns, travel restrictions and border closures. With the changing infection dynamics and increasingly localised countermeasures, the situation has demanded constant adaptation from many businesses - and criminal organisations are no exception. The effects of the pandemic on OC are not only short-lived, however: the economic, social and political consequences can also impact OC in the medium term. In addition to shifts in illegal (drug) markets, the potential for criminal exploitation could increase as a result of the health crisis and the influence of criminal groups on the state and society could grow. Some of these developments are already visible. The associated risks require increased scrutiny by political decision-makers and law enforcement agencies and more targeted international cooperation. Uma das principais indústrias lesadas pela pandemia foi a do turismo, que sofreu diversos prejuízos, sobretudo, nos anos de 2020, 2021 e 2022. Para lidar com situações adversas que possam ocorrer, minimizar os danos e encontrar soluções viáveis para os problemas, as empresas possuem uma série de métodos e práticas que constituem a gestão de crises. Portanto, a gestão de crises, incluindo a gestão de desastres e a gestão de riscos, mobilizam recursos financeiros, humanos e tecnológicos essenciais para enfrentar períodos conturbados. A questão problema norteadora do desenvolvimento desta tese é “Como as empresas do setor da hospitalidade e do turismo utilizam recursos e capacidades organizacionais para ofertar serviços em tempos de crise”? O objeto de estudo é o setor hoteleiro do Delta do Parnaíba no Piauí, onde se encontram empresas que foram afetadas pela pandemia. Assim, no que se refere ao objetivo geral, almeja-se analisar os recursos e capacidades organizacionais utilizados pelos gestores do setor da hospitalidade e do turismo para ofertar serviços aos clientes diante das restrições impostas pela pandemia da Covid-19. Os objetivos específicos são: identificar os recursos e capacidades organizacionais na percepção dos gestores das empresas do setor hoteleiro e turismo do delta do Parnaíba em cenário de crise; identificar e analisar os recursos e capacidades de aprendizagem organizacionais apresentados pelas empresas do setor hoteleiro e turismo do delta do Parnaíba; compreender os aspectos relevantes da gestão de crise presentes nas empresas do setor hoteleiro e turismo do delta do Parnaíba; identificar os principais fatores que contribuíram para a crise no turismo e na hospitalidade do delta do Parnaíba durante a pandemia. O viés teórico escolhido é pautado na Visão Baseada em Recursos (VBR) e a sua evolução para Capacidades Dinâmicas (CD), bem como os Microfundamentos que sustentam o desenvolvimento da gestão estratégica das organizações com foco baseado em recursos. Este estudo segue a abordagem qualitativa e tem cunho descritivo. A epistemologia da pesquisa configura-se como fenomenológica com viés da análise interpretativa. Os sujeitos da pesquisa foram os gestores de hotéis, restaurantes e pousadas escolhidos de forma intencional e que se dispuseram a participar da pesquisa. Os resultados mostram que, as situações adversas de conhecimento são bastante limitadas por parte dos funcionários e gestores, além da falta do devido planejamento e as características identificadas para os gestores reconfigurarem os seus negócios durante a crise foram equilíbrio emocional, resiliência, auto desenvolvimento, versatilidade, responsabilidade, disponibilidade, eficiência, visionário, criar oportunidades e ser corajoso. A tese contribui para ampliar o campo de discussão das teorias baseadas em recursos e a conexão com os aspectos considerados na gestão de crises.

A number of examples of them are found in the more than three hundred pages of this book. In each chapter it is possible to understand how a vaccine for Covid-19 was developed in record time - due to the urgency of an antidote that would allow us to deal with this terrible disease - through the acceleration, compliance and improvement of all labor criteria, production, evaluation, timely release, and security. This entire process of developing the first vaccine produced by Brazil was described in a very creative way, allowing the reader to dive into a technical-scientific content of the highest level. The book presents an overview that goes through the origin of the virus, the transmission mechanisms of SARS-CoV-2, the vaccine development process and the regulatory and legal instruments to guarantee access to vaccination - starting with the most vulnerable populations. It also describes the trials and phases of clinical study development that ensured the vaccine's safety and efficacy. It also covers the logistics of distribution and pharmacovigilance for monitoring the product in the user population until the detailing of the technological prospection, as well as showing the necessary steps to carry out a process of technology transfer of the vaccine from the viral vector. Among the various innovations, it is worth highlighting: preparation of a technological order through ETEC; use of continuous submission to the National Health Surveillance Agency (ANVISA); and emergency use authorization. This effort made it possible to meet the expressive demand for Covid-19 vaccines in Brazil in a timely manner and on an unprecedented scale. For the Pan American Health Organization (PAHO), which turns 120 on December 2, 2022, it is an honor to have Bio-Manguinhos/Fiocruz as part of our history. Due to its outstanding performance on the international scene, this institute is a true heritage of humanity. And now, with the first Brazilian vaccine for Covid-19, Bio-Manguinhos/Fiocruz consolidates Brazil's leadership in the production of immunobiologicals in Latin America and the Caribbean, ensuring greater self-sufficiency and sustainability of basic health supplies not only for the country, but for the entire region of the Americas.

Other typical sources of income for organised crime (OC) temporarily dried up due to lockdowns, travel restrictions and border closures. With the changing infection dynamics and increasingly localised countermeasures, the situation has demanded constant adaptation from many businesses - and criminal organisations are no exception. The effects of the pandemic on OC are not only short-lived, however: the economic, social and political consequences can also impact OC in the medium term. In addition to shifts in illegal (drug) markets, the potential for criminal exploitation could increase as a result of the health crisis and the influence of criminal groups on the state and society could grow. Some of these developments are already visible. The associated risks require increased scrutiny by political decision-makers and law enforcement agencies and more targeted international cooperation. Uma das principais indústrias lesadas pela pandemia foi a do turismo, que sofreu diversos prejuízos, sobretudo, nos anos de 2020, 2021 e 2022. Para lidar com situações adversas que possam ocorrer, minimizar os danos e encontrar soluções viáveis para os problemas, as empresas possuem uma série de métodos e práticas que constituem a gestão de crises. Portanto, a gestão de crises, incluindo a gestão de desastres e a gestão de riscos, mobilizam recursos financeiros, humanos e tecnológicos essenciais para enfrentar períodos conturbados. A questão problema norteadora do desenvolvimento desta tese é “Como as empresas do setor da hospitalidade e do turismo utilizam recursos e capacidades organizacionais para ofertar serviços em tempos de crise”? O objeto de estudo é o setor hoteleiro do Delta do Parnaíba no Piauí, onde se encontram empresas que foram afetadas pela pandemia. Assim, no que se refere ao objetivo geral, almeja-se analisar os recursos e capacidades organizacionais utilizados pelos gestores do setor da hospitalidade e do turismo para ofertar serviços aos clientes diante das restrições impostas pela pandemia da Covid-19. Os objetivos específicos são: identificar os recursos e capacidades organizacionais na percepção dos gestores das empresas do setor hoteleiro e turismo do delta do Parnaíba em cenário de crise; identificar e analisar os recursos e capacidades de aprendizagem organizacionais apresentados pelas empresas do setor hoteleiro e turismo do delta do Parnaíba; compreender os aspectos relevantes da gestão de crise presentes nas empresas do setor hoteleiro e turismo do delta do Parnaíba; identificar os principais fatores que contribuíram para a crise no turismo e na hospitalidade do delta do Parnaíba durante a pandemia. O viés teórico escolhido é pautado na Visão Baseada em Recursos (VBR) e a sua evolução para Capacidades Dinâmicas (CD), bem como os Microfundamentos que sustentam o desenvolvimento da gestão estratégica das organizações com foco baseado em recursos. Este estudo segue a abordagem qualitativa e tem cunho descritivo. A epistemologia da pesquisa configura-se como fenomenológica com viés da análise interpretativa. Os sujeitos da pesquisa foram os gestores de hotéis, restaurantes e pousadas escolhidos de forma intencional e que se dispuseram a participar da pesquisa. Os resultados mostram que, as situações adversas de conhecimento são bastante limitadas por parte dos funcionários e gestores, além da falta do devido planejamento e as características identificadas para os gestores reconfigurarem os seus negócios durante a crise foram equilíbrio emocional, resiliência, auto desenvolvimento, versatilidade, responsabilidade, disponibilidade, eficiência, visionário, criar oportunidades e ser corajoso. A tese contribui para ampliar o campo de discussão das teorias baseadas em recursos e a conexão com os aspectos considerados na gestão de crises.

A number of examples of them are found in the more than three hundred pages of this book. In each chapter it is possible to understand how a vaccine for Covid-19 was developed in record time - due to the urgency of an antidote that would allow us to deal with this terrible disease - through the acceleration, compliance and improvement of all labor criteria, production, evaluation, timely release, and security. This entire process of developing the first vaccine produced by Brazil was described in a very creative way, allowing the reader to dive into a technical-scientific content of the highest level. The book presents an overview that goes through the origin of the virus, the transmission mechanisms of SARS-CoV-2, the vaccine development process and the regulatory and legal instruments to guarantee access to vaccination - starting with the most vulnerable populations. It also describes the trials and phases of clinical study development that ensured the vaccine's safety and efficacy. It also covers the logistics of distribution and pharmacovigilance for monitoring the product in the user population until the detailing of the technological prospection, as well as showing the necessary steps to carry out a process of technology transfer of the vaccine from the viral vector. Among the various innovations, it is worth highlighting: preparation of a technological order through ETEC; use of continuous submission to the National Health Surveillance Agency (ANVISA); and emergency use authorization. This effort made it possible to meet the expressive demand for Covid-19 vaccines in Brazil in a timely manner and on an unprecedented scale. For the Pan American Health Organization (PAHO), which turns 120 on December 2, 2022, it is an honor to have Bio-Manguinhos/Fiocruz as part of our history. Due to its outstanding performance on the international scene, this institute is a true heritage of humanity. And now, with the first Brazilian vaccine for Covid-19, Bio-Manguinhos/Fiocruz consolidates Brazil's leadership in the production of immunobiologicals in Latin America and the Caribbean, ensuring greater self-sufficiency and sustainability of basic health supplies not only for the country, but for the entire region of the Americas.
