The traces and layers have visible signs of a random design process through time. Nowadays the art centre aims for a coherent atmosphere and sense of place in an upcoming design process. Our analysis of textual data gathered from relevant documents and interviews with key stakeholders, relies on the development of a sociotechnical perspective. This perspective allows us to recognise the various agencies and networks in connection to the design process that emerge from the technical and social aspects, which are analysed. The findings emphasize the building as an actant and a network, that plays a crucial part in the design process.

In conformity with its objective of functioning as a local Government, Kathmandu Metropolitan City (KMC) sought the assistance of the World Bank for the preparation of a City Development Strategy (CDS) for Kathmandu. The various sectoral as well as integrated strategies presented in this document seem to be an overwhelming demand on KMC with its limited manpower and money. However, a CDS is essential if KMC is to focus its development potential. The optimism lies in political leadership, enabling environment and necessary support that will be rendered to KMC from civil society. The vision for Kathmandu stresses the need to develop the valley as administrative, cultural and tourism center. The strategy to move towards that vision through improvement in the overall situation of the KMC, however, is likely to be a long drawn struggle, yet achievable. The urban planning study strongly recommends that Kathmandu should be accorded special status as a capital city and large polluting and manufacturing industries should be discouraged immediately and if possible, re-location plans be drawn for existing industries in the near future. Alternatively, service and light industries should be promoted to replace the economic opportunities. Urban areas in KMC are not designated by a functional and occupational structure or contiguity criteria for managing housing and squatter settlements. Housing problems are a serious challenge in a situation where a historically planned city is fast transforming itself into a trade-cum-service center. On the other hand, it is encouraging to note that despite the absence of city specific policies and programs for housing, slums and squatters, the communities are highly organized and are gradually improving their conditions at their own costs, which show their potential for mobilization in participatory home improvement programs.

The countries of the Middle East and North Africa (MENA) are blessed with an extraordinary cultural patrimony, secular and religious, of huge importance for each country and for humankind at large. The region is home to 48 sites already inscribed on the world heritage list maintained by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) and has an enormous nonmaterial heritage as well. The Middle East is also the cradle of the world's major monotheistic religions. This cultural patrimony is a cornerstone of many people's existence and nourishes their daily lives. It must continue to flourish. This report analyzes the cultural heritage sector in the countries of the Middle East and North Africa, and the World Bank's policy and operational experiences in this sector over the past six years, 1996-2001. It has three objectives: 1) to explore the characteristics, capacities, needs, and constraints of the region's cultural sector and their relevance to overall country development; 2) to take stock, describe, and analyze the World Bank's past and current support for preservation and management of the region's cultural heritage; and 3) to extract the lessons of experience and define the strategy framework for future Bank assistance for preserving and managing the MENA region's patrimony.

While tourism is one of the most important economic activities in the Caribbean, its reliance is based uniquely on the natural environment, indicating the resource base upon which all of this economic activity is based, is however fragile. Thus, sustainable tourism, and its economic benefits require ensuring that the environmental resources the sector relies on, are managed responsibly by the countries of the Caribbean, the tourism/travel industry, and the visitors themselves. The study examines the links between tourism, and environment, pointing at the magnitude of environmental threats, and the role of information, at creating strong incentives, addressing environmental problems certification schemes, to allow credible advertisement of its environmental quality. Capturing tourism economic "rents" - defined as an excess return to an asset - is viewed as a policy question for governments, on how to use these rents effectively. Mechanisms to capture rents include charging user fees when accessing a particular environmental resource, however, when environmental resources are public goods, user fees do not provide a practical means of capturing generated rents, thus more general taxation schemes are required. Based on this analysis, recommendations include the establishment of corporate income taxes, and moderate tariff rates for tourism inputs, establishing taxation, to be partly, and explicitly identified for environmental, and/or resource user fees.

In conformity with its objective of functioning as a local Government, Kathmandu Metropolitan City (KMC) sought the assistance of the World Bank for the preparation of a City Development Strategy (CDS) for Kathmandu. The various sectoral as well as integrated strategies presented in this document seem to be an overwhelming demand on KMC with its limited manpower and money. However, a CDS is essential if KMC is to focus its development potential. The optimism lies in political leadership, enabling environment and necessary support that will be rendered to KMC from civil society. The vision for Kathmandu stresses the need to develop the valley as administrative, cultural and tourism center. The strategy to move towards that vision through improvement in the overall situation of the KMC, however, is likely to be a long drawn struggle, yet achievable. The urban planning study strongly recommends that Kathmandu should be accorded special status as a capital city and large polluting and manufacturing industries should be discouraged immediately and if possible, re-location plans be drawn for existing industries in the near future. Alternatively, service and light industries should be promoted to replace the economic opportunities. Urban areas in KMC are not designated by a functional and occupational structure or contiguity criteria for managing housing and squatter settlements. Housing problems are a serious challenge in a situation where a historically planned city is fast transforming itself into a trade-cum-service center. On the other hand, it is encouraging to note that despite the absence of city specific policies and programs for housing, slums and squatters, the communities are highly organized and are gradually improving their conditions at their own costs, which show their potential for mobilization in participatory home improvement programs.

The countries of the Middle East and North Africa (MENA) are blessed with an extraordinary cultural patrimony, secular and religious, of huge importance for each country and for humankind at large. The region is home to 48 sites already inscribed on the world heritage list maintained by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) and has an enormous nonmaterial heritage as well. The Middle East is also the cradle of the world's major monotheistic religions. This cultural patrimony is a cornerstone of many people's existence and nourishes their daily lives. It must continue to flourish. This report analyzes the cultural heritage sector in the countries of the Middle East and North Africa, and the World Bank's policy and operational experiences in this sector over the past six years, 1996-2001. It has three objectives: 1) to explore the characteristics, capacities, needs, and constraints of the region's cultural sector and their relevance to overall country development; 2) to take stock, describe, and analyze the World Bank's past and current support for preservation and management of the region's cultural heritage; and 3) to extract the lessons of experience and define the strategy framework for future Bank assistance for preserving and managing the MENA region's patrimony.

While tourism is one of the most important economic activities in the Caribbean, its reliance is based uniquely on the natural environment, indicating the resource base upon which all of this economic activity is based, is however fragile. Thus, sustainable tourism, and its economic benefits require ensuring that the environmental resources the sector relies on, are managed responsibly by the countries of the Caribbean, the tourism/travel industry, and the visitors themselves. The study examines the links between tourism, and environment, pointing at the magnitude of environmental threats, and the role of information, at creating strong incentives, addressing environmental problems certification schemes, to allow credible advertisement of its environmental quality. Capturing tourism economic "rents" - defined as an excess return to an asset - is viewed as a policy question for governments, on how to use these rents effectively. Mechanisms to capture rents include charging user fees when accessing a particular environmental resource, however, when environmental resources are public goods, user fees do not provide a practical means of capturing generated rents, thus more general taxation schemes are required. Based on this analysis, recommendations include the establishment of corporate income taxes, and moderate tariff rates for tourism inputs, establishing taxation, to be partly, and explicitly identified for environmental, and/or resource user fees.
