    Authors: Safronovas, Vasilijus;

    According to the Treaty of Versailles, a part of East Prussia north of the Memel (Neman, Nemunas) River, then called the Memel Territory, was split off from Germany. In line with the mandate handed down by the Entente Powers in 1920–1923, the land was administered by France. After a military operation organised by the Lithuanian Government and followed by the negotiations with the Entente Forces, in 1923–1924 it was joined to the Republic of Lithuania and granted autonomous rule. In 2001, Debora Cohen published a well-known study of the British and German war veterans in the interwar period. The experiences of the First World War, and particularly the postwar changes, polarised the community in the Memel Territory just like in Germany. The region boasted several large organisational networks that united war veterans and victims and that were characterised by different interests and views.

    An axe of Lyngby type made of antler of male adult reindeer was recovered in 2014 in the Parupė settlement of Biržai District, northern Lithuania. Archaeological investigations were carried out at the Lateglacial (Allerød) site near the Mūša–Nemunėlis Basin during which the stratigraphic context of the find was established. Pollen analysis, loss-on-ignition (LOI), magnetic susceptibility, and grain-size measurements were applied in case of accommodating layers. It was determined that reindeer hunters made the Parupė axe in the Late Allerød, which is confirmed by the radiocarbon dating: 11145 to 11045 cal. BC. This is the first find of this kind uncovered in the territory of Lithuania. The artefacts of Lyngby type recovered in Lithuania and in the Baltic area are typologically, technologically, and chronologically identical and coeval with the artefacts discovered in South-West Europe. The use-wear analysis of the Lithuanian artefact allowed identifying its function and manufacturing technology. This tool was used for felling trees. Analysis of stable carbon (δ13C) and nitrogen (δ15N) isotopes of the uncovered antler axe produced values similar to those obtained of the antlers of all reindeer inhabiting the East Baltic area at that time. No pieauguša ziemeļbriežu tēviņa raga izgatavots Lingbi tipa cirvis atrasts 2014. gadā Parupes (Parupė) apmetnē Biržu rajonā Ziemeļlietuvā. Šajā leduslaikmeta beigu posma (aleroda) apmetnē pie Mūsas–Mēmeles baseina veikti arheoloģiskie pētījumi un noskaidrots atraduma stratigrāfiskais konteksts. Veikta attiecīgo slāņu putekšņu, karsēšanas zuduma, magnētiskā jutīguma un granulometriskā analīze. Noskaidrots, ka Parupes cirvi izgatavojuši ziemeļbriežu mednieki aleroda laika beigās, ko apstiprina radioaktīvā oglekļa datējums: 11 145–11 045 kal. g. pr. Kr. Tas ir pirmais šāda veida atradums Lietuvas teritorijā. Lietuvā un Baltijas reģionā atrastie Lingbi tipa rīki ir tipoloģiski, tehnoloģiski un hronoloģiski identi un vienlaicīgi ar šāda veida artefaktiem, kas atrasti Eiropas dienvidrietumos. Lietuvā atrastā rīka trasoloģiskā analīze ļauj noteikt tā funkciju un izgatavošanas tehniku. Rīks tika izmantots koku ciršanai. Stabilo oglekļa (δ13C) un slāpekļa (δ15N) izotopu analīze uzrādīja līdzīgas vērtības kā ragi no šajā laikā Austrumbaltijā dzīvojušajiem ziemeļbriežiem.

    This article analyses issues which arise in the implementation of cultural heritage projects in Lithuania. The research methodology is based on data collected through municipality websites and short ques-tionnaires with civil servants – specialists working on cultural heritage projects – from municipalities in the Klaipeda region. The content-analysis method has been used to determine the exact number of pro-jects in each of the seven municipalities of the Klaipėda region. According to the research findings, de-spite success in cultural heritage projects, all project implementers face several problems, the most common of which is a lack of finance. In addition, municipalities lack competent human resources and suffer from a lack of time.
