    In Switzerland, the demand for public transport has not only recovered but also surpassed pre- COVID-19 levels. The Swiss Federal Railways (SBB) aims to meet this progressive demand without exceeding an annual energy consumption of 2’500 GWh. To achieve this, it is essential to enhance the energy efficiency of the railway network and trains. The Heating, Ventilation, and Air Conditioning (HVAC) systems, account for a considerable fraction of the net power consumption of a typical modern train. This study aims to investigate the advantages and potential energy savings of applying a model predictive controller (MPC) for regulating the HVAC system on an SBB Regio-Dosto train. To achieve this objective, an existing model was adapted to simulate the control performance of MPC. The simulation incorporates disturbance signals sourced from sensors of operational trains, thereby testing the controller against scenarios and conditions, trains are exposed to in everyday operation. The predictive model active in the MPC is of ARX-type structure, with parameters estimated using training data derived from the pre-existing simulation model. The results of the study, based on simulations across more than 960 hours of genuine operation conditions, indicate that the implementation of a predictive controller could result in about 5- 10% energy savings compared to the baseline controller currently in use. In addition to this, the developed predictive controller exhibits improved robustness against disturbances, primarily due to its capability to anticipate and take proactive control. The findings gained from this study may serve as a basis for SBB’s decision-making process, regarding the investment of more resources in the development of predictive controllers for HVAC systems.

    While the shock of Covid-19 has generated draconian containment policies in virtually all countries to limit the spread of the pandemic, it also brought a plethora of trade and investment policy responses that were broadly aimed at limiting cross-border commercial ties. This essay shed lights on the drivers of trade policy responses of European Free Trade Area (EFTA) members in the wake of Covid-19. I propose that while EFTA Members’ behavior by and large followed that of the European Union and its member states, Switzerland instead resorted to trade liberalizing policies. Switzerland’s reliance on imports led to supply difficulties, which was unusually affected by tourism shopping. The mobility limitations that restricted Swiss residents’ ability to buy products across the border translated into a disproportionately higher demand in the face of relatively low supply. In turn, Swiss producers requested trade barriers to be lowered and the government responded to their request. This episode highlights the importance of linkages between mobility and trade policy – showcasing how restrictions along borders can have unintended effects that ultimately shape trade policy.     En coopération avec la plateforme de places d’apprentissage Yousty, la chaire des systèmes éducatifs de l’ETH Zurich analyse les évènements affectant les entreprises formatrices Suisses depuis le début de la pandémie de COVID19 en avril 2020. Après 29 vagues de relevés, le projet du pouls des places d’apprentissage sera suspendu pour le futur proche. Les résultats de la vague de relevés de mars 2023 montrent que le processus de recrutement des apprentis qui doivent commencer leur formation cet été est moins avancée qu’à la même période en 2022. En particulier, la situation s'est encore aggravée pour les groupes de métiers qui avaient déjà du mal à pourvoir leurs postes l'année dernière. De plus, les entreprises indiquent qu’elles ont encore plus de mal à recruter des apprentis adéquatement qualifiés cette année. Les entreprises formatrices constatent aussi que l’apprentissage est devenu moins attrayant depuis le début de la pandémie. De surcroît, une fraction considérable des entreprises continue à réduire son offre de places d’apprentissage pour le début des formations en 2023. Ce phénomène touche en particulier les petites entreprises qui disent souvent ne pas proposer de places d’apprentissage chaque année.

    The Chair of Education Systems at the ETH Zurich, in collaboration with the apprenticeship platform Yousty, has surveyed Swiss training firms since the start of the COVID 19 pandemic in April 2020. The latest survey in March 2023 was the last of 29 survey waves for the time being. Results show that filling apprenticeship positions for this summer’s recruitment season is has become more difficult than last year. The situation has worsened once again for occupational fields that already struggled to fill vacant apprenticeship positions last year. It has also become even more difficult to recruit suitable apprentices this year. Training firms state that the attractiveness of apprenticeships has also declined somewhat since the beginning of the pandemic. Furthermore, a significant proportion of training firms are still reducing the number of apprenticeships they offer for the start of the apprenticeship programme in 2023. However, this applies in particular to small firms who do not recruit apprentices each year.

    Die Professur für Bildungssysteme der ETH Zürich erhob in Zusammenarbeit mit der Lehrstellenplattform Yousty über drei Jahre die aktuellen Geschehnisse in den Lehrbetrieben der Schweiz seit Beginn der COVID-19-Pandemie im April 2020. Die neuste Erhebung im März 2023 war vorerst die letzte von 29 Erhebungswellen. Die Ergebnisse zeigen, dass die Lehrstellenbesetzung für den Lehrstart im Sommer noch weniger weit fortgeschritten ist als im Vorjahr. Insbesondere hat sich die Situation für Berufsfelder, welche im letzten Jahr bereits mit der Besetzung ihrer Stellen zu kämpfen hatten, noch einmal verschlechtert. Gleichzeitig ist es nach Angaben der Betriebe in diesem Jahr noch einmal schwieriger geworden, geeignete Lernende zu rekrutieren. Zudem geben die Betriebe an, dass auch die Attraktivität der Berufslehre seit Beginn der Pandemie etwas abgenommen hat. Weiter reduziert nach wie vor ein wesentlicher Anteil Betriebe ihr Lehrstellenangebot für den Lehrstart 2023. Allerdings betrifft dies insbesondere die kleinen Betriebe, welche häufig angeben, nicht in jedem Jahr Lehrstellen anzubieten.

    The topic of this issue is Informality and Informal Practices in the Time of COVID-19: The Case of Georgia. Firstly, Irakli Korkia addresses corruption by analysing 1) simplified state procurement procedures related to the healthcare sector and quarantine zones and 2) the vaccine deployment process; secondly, Rhiannon Segar discusses how informal forms of social capital have impacted the dissemination of information during the pandemic in the Georgian-Armenian and Georgian-Azerbaijani ethnic minority communities; thirdly, Tamar Tolordava underlines the importance of institutions (formal and informal) to help citizens learn about and internalise the new rules and restrictions important to defeating the pandemic. Das Thema dieser Ausgabe lautet „Informalität und informelle Praktiken in der Zeit von COVID-19: Der Fall Georgien“.     We developed short- and long-term forecasting models to support decision-making during the Covid-19 pandemic using aggregated and individual-based approaches focusing on ICU occupancies and pandemic spread. We also highlight challenges faced and made recommendations that should support faster reactions in the future.

    Die Professur für Bildungssysteme der ETH Zürich erhebt in Kooperation mit der Lehrstellenplattform Yousty regelmässig die Auswirkungen der COVID-19-Pandemie auf die berufliche Grundbildung in der Schweiz. In der neusten Erhebung vom November 2022 hat der LehrstellenPuls die Betriebe erstmals zu den Lehrvertragsauflösungen befragt. Gemäss den befragten Lehrbetrieben haben Lehrvertragsauflösungen während der Pandemie eher zugenommen, wobei sie insbesondere die fehlenden Soft Skills der Lernenden und ihre Probleme mit den schulischen Anforderungen dafür verantwortlich machen. Dieses Ergebnis wird dadurch gestützt, dass gemäss früheren LehrstellenPuls-Befragungen die Motivation und Belastbarkeit der Lernenden während der Pandemie abgenommen haben. Zu den zukünftigen Lernenden zeigt der LehrstellenPuls vom November, dass das Lehrstellenangebot für den nächsten Sommer tendenziell zurückgeht. Als Hauptgrund dafür nennen die Betriebe, dass sie nicht in jedem Jahr Lernende einstellen. Aber auch Schwierigkeiten mit der Gewährleistung der Betreuung von mehr Lernenden wurden häufig als Grund genannt, was mit der aktuellen Arbeitsmarktlage und dem Fachkräftemangel zusammenhängen könnte. Die diesjährige Lehrabgänger:innen hingegen profitieren von der guten Arbeitsmarktlage.

    En coopération avec la plateforme de places d’apprentissage Yousty, la chaire des systèmes éducatifs de l’ETH Zurich analyse régulièrement les effets de la pandémie de COVID-19 sur la formation professionnelle de base en Suisse. Dans l’enquête de novembre 2022, notre enquête «le pouls des places d’apprentissage» a interrogé pour la première fois les entreprises sur les résiliations de contrats d'apprentissage. Selon les entreprises formatrices interrogées, les résiliations de contrats d'apprentissage ont augmenté pendant la pandémie. Les entreprises interrogées imputent cette augmentation au manque de compétences en matière de relations interpersonnelles des apprentis et aux lacunes scolaires de ces derniers. Ce résultat est étayé par le fait que, selon les enquêtes précédentes du «pouls des places d’apprentissage», la motivation et la résilience des apprentis ont diminué pendant la pandémie. En ce qui concerne les futurs apprentis, le «pouls des places d’apprentissage» de novembre montre que l'offre de places d'apprentissage pour l'été prochain a tendance à diminuer. La principale raison invoquée par les entreprises pour expliquer ce phénomène est qu'elles n'engagent pas d'apprentis chaque année. Mais les difficultés à assurer l'encadrement d'un plus grand nombre d'apprentis ont également été soulevées, ce qui est potentiellement lié à la situation actuelle du marché du travail et à la pénurie de main-d'œuvre qualifiée. Les jeunes professionnels profitent en revanche de la bonne conjoncture concernant le marché du travail.

    In Switzerland, the demand for public transport has not only recovered but also surpassed pre- COVID-19 levels. The Swiss Federal Railways (SBB) aims to meet this progressive demand without exceeding an annual energy consumption of 2’500 GWh. To achieve this, it is essential to enhance the energy efficiency of the railway network and trains. The Heating, Ventilation, and Air Conditioning (HVAC) systems, account for a considerable fraction of the net power consumption of a typical modern train. This study aims to investigate the advantages and potential energy savings of applying a model predictive controller (MPC) for regulating the HVAC system on an SBB Regio-Dosto train. To achieve this objective, an existing model was adapted to simulate the control performance of MPC. The simulation incorporates disturbance signals sourced from sensors of operational trains, thereby testing the controller against scenarios and conditions, trains are exposed to in everyday operation. The predictive model active in the MPC is of ARX-type structure, with parameters estimated using training data derived from the pre-existing simulation model. The results of the study, based on simulations across more than 960 hours of genuine operation conditions, indicate that the implementation of a predictive controller could result in about 5- 10% energy savings compared to the baseline controller currently in use. In addition to this, the developed predictive controller exhibits improved robustness against disturbances, primarily due to its capability to anticipate and take proactive control. The findings gained from this study may serve as a basis for SBB’s decision-making process, regarding the investment of more resources in the development of predictive controllers for HVAC systems.

    While the shock of Covid-19 has generated draconian containment policies in virtually all countries to limit the spread of the pandemic, it also brought a plethora of trade and investment policy responses that were broadly aimed at limiting cross-border commercial ties. This essay shed lights on the drivers of trade policy responses of European Free Trade Area (EFTA) members in the wake of Covid-19. I propose that while EFTA Members’ behavior by and large followed that of the European Union and its member states, Switzerland instead resorted to trade liberalizing policies. Switzerland’s reliance on imports led to supply difficulties, which was unusually affected by tourism shopping. The mobility limitations that restricted Swiss residents’ ability to buy products across the border translated into a disproportionately higher demand in the face of relatively low supply. In turn, Swiss producers requested trade barriers to be lowered and the government responded to their request. This episode highlights the importance of linkages between mobility and trade policy – showcasing how restrictions along borders can have unintended effects that ultimately shape trade policy.     En coopération avec la plateforme de places d’apprentissage Yousty, la chaire des systèmes éducatifs de l’ETH Zurich analyse les évènements affectant les entreprises formatrices Suisses depuis le début de la pandémie de COVID19 en avril 2020. Après 29 vagues de relevés, le projet du pouls des places d’apprentissage sera suspendu pour le futur proche. Les résultats de la vague de relevés de mars 2023 montrent que le processus de recrutement des apprentis qui doivent commencer leur formation cet été est moins avancée qu’à la même période en 2022. En particulier, la situation s'est encore aggravée pour les groupes de métiers qui avaient déjà du mal à pourvoir leurs postes l'année dernière. De plus, les entreprises indiquent qu’elles ont encore plus de mal à recruter des apprentis adéquatement qualifiés cette année. Les entreprises formatrices constatent aussi que l’apprentissage est devenu moins attrayant depuis le début de la pandémie. De surcroît, une fraction considérable des entreprises continue à réduire son offre de places d’apprentissage pour le début des formations en 2023. Ce phénomène touche en particulier les petites entreprises qui disent souvent ne pas proposer de places d’apprentissage chaque année.

    The Chair of Education Systems at the ETH Zurich, in collaboration with the apprenticeship platform Yousty, has surveyed Swiss training firms since the start of the COVID 19 pandemic in April 2020. The latest survey in March 2023 was the last of 29 survey waves for the time being. Results show that filling apprenticeship positions for this summer’s recruitment season is has become more difficult than last year. The situation has worsened once again for occupational fields that already struggled to fill vacant apprenticeship positions last year. It has also become even more difficult to recruit suitable apprentices this year. Training firms state that the attractiveness of apprenticeships has also declined somewhat since the beginning of the pandemic. Furthermore, a significant proportion of training firms are still reducing the number of apprenticeships they offer for the start of the apprenticeship programme in 2023. However, this applies in particular to small firms who do not recruit apprentices each year.

    Die Professur für Bildungssysteme der ETH Zürich erhob in Zusammenarbeit mit der Lehrstellenplattform Yousty über drei Jahre die aktuellen Geschehnisse in den Lehrbetrieben der Schweiz seit Beginn der COVID-19-Pandemie im April 2020. Die neuste Erhebung im März 2023 war vorerst die letzte von 29 Erhebungswellen. Die Ergebnisse zeigen, dass die Lehrstellenbesetzung für den Lehrstart im Sommer noch weniger weit fortgeschritten ist als im Vorjahr. Insbesondere hat sich die Situation für Berufsfelder, welche im letzten Jahr bereits mit der Besetzung ihrer Stellen zu kämpfen hatten, noch einmal verschlechtert. Gleichzeitig ist es nach Angaben der Betriebe in diesem Jahr noch einmal schwieriger geworden, geeignete Lernende zu rekrutieren. Zudem geben die Betriebe an, dass auch die Attraktivität der Berufslehre seit Beginn der Pandemie etwas abgenommen hat. Weiter reduziert nach wie vor ein wesentlicher Anteil Betriebe ihr Lehrstellenangebot für den Lehrstart 2023. Allerdings betrifft dies insbesondere die kleinen Betriebe, welche häufig angeben, nicht in jedem Jahr Lehrstellen anzubieten.

    The topic of this issue is Informality and Informal Practices in the Time of COVID-19: The Case of Georgia. Firstly, Irakli Korkia addresses corruption by analysing 1) simplified state procurement procedures related to the healthcare sector and quarantine zones and 2) the vaccine deployment process; secondly, Rhiannon Segar discusses how informal forms of social capital have impacted the dissemination of information during the pandemic in the Georgian-Armenian and Georgian-Azerbaijani ethnic minority communities; thirdly, Tamar Tolordava underlines the importance of institutions (formal and informal) to help citizens learn about and internalise the new rules and restrictions important to defeating the pandemic.     We developed short- and long-term forecasting models to support decision-making during the Covid-19 pandemic using aggregated and individual-based approaches focusing on ICU occupancies and pandemic spread. We also highlight challenges faced and made recommendations that should support faster reactions in the future.

    Die Professur für Bildungssysteme der ETH Zürich erhebt in Kooperation mit der Lehrstellenplattform Yousty regelmässig die Auswirkungen der COVID-19-Pandemie auf die berufliche Grundbildung in der Schweiz. In der neusten Erhebung vom November 2022 hat der LehrstellenPuls die Betriebe erstmals zu den Lehrvertragsauflösungen befragt. Gemäss den befragten Lehrbetrieben haben Lehrvertragsauflösungen während der Pandemie eher zugenommen, wobei sie insbesondere die fehlenden Soft Skills der Lernenden und ihre Probleme mit den schulischen Anforderungen dafür verantwortlich machen. Dieses Ergebnis wird dadurch gestützt, dass gemäss früheren LehrstellenPuls-Befragungen die Motivation und Belastbarkeit der Lernenden während der Pandemie abgenommen haben. Zu den zukünftigen Lernenden zeigt der LehrstellenPuls vom November, dass das Lehrstellenangebot für den nächsten Sommer tendenziell zurückgeht. Als Hauptgrund dafür nennen die Betriebe, dass sie nicht in jedem Jahr Lernende einstellen. Aber auch Schwierigkeiten mit der Gewährleistung der Betreuung von mehr Lernenden wurden häufig als Grund genannt, was mit der aktuellen Arbeitsmarktlage und dem Fachkräftemangel zusammenhängen könnte. Die diesjährige Lehrabgänger:innen hingegen profitieren von der guten Arbeitsmarktlage.

    En coopération avec la plateforme de places d’apprentissage Yousty, la chaire des systèmes éducatifs de l’ETH Zurich analyse régulièrement les effets de la pandémie de COVID-19 sur la formation professionnelle de base en Suisse. Dans l’enquête de novembre 2022, notre enquête «le pouls des places d’apprentissage» a interrogé pour la première fois les entreprises sur les résiliations de contrats d'apprentissage. Selon les entreprises formatrices interrogées, les résiliations de contrats d'apprentissage ont augmenté pendant la pandémie. Les entreprises interrogées imputent cette augmentation au manque de compétences en matière de relations interpersonnelles des apprentis et aux lacunes scolaires de ces derniers. Ce résultat est étayé par le fait que, selon les enquêtes précédentes du «pouls des places d’apprentissage», la motivation et la résilience des apprentis ont diminué pendant la pandémie. En ce qui concerne les futurs apprentis, le «pouls des places d’apprentissage» de novembre montre que l'offre de places d'apprentissage pour l'été prochain a tendance à diminuer. La principale raison invoquée par les entreprises pour expliquer ce phénomène est qu'elles n'engagent pas d'apprentis chaque année. Mais les difficultés à assurer l'encadrement d'un plus grand nombre d'apprentis ont également été soulevées, ce qui est potentiellement lié à la situation actuelle du marché du travail et à la pénurie de main-d'œuvre qualifiée. Les jeunes professionnels profitent en revanche de la bonne conjoncture concernant le marché du travail.
