    This book germinated as a seed project at the CY Institute of Advanced Studies that brought us, the editors, together at Cergy-Pontoise in the summer of 2018. We are grateful for the generous support of the institute and of the various contributors who believed in the project. We would also like to thank Lucy Budd and Stephen Ison, for welcoming this volume in their book series, and Leticia Lima for her precious work in the publication process.; International audience; Low-Cost Aviation: Society, Culture and Environment examines critical societal issues related to the advent of low-cost aviation. It is interested in how low-cost carriers (LCCs) have (re)fashioned social lives, cultural identities, and environmental responses. It situates LCCs holistically within a societal infrastructural framework rather than solely within a transport context. The book explores the changing nature of passengers’ profiles and mobile cultures, new consumption patterns and poltico-economic reconfigurations, as well as sustainability challenges. Providing a research agenda for aeromobilities, Low-Cost Aviation: Society, Culture and Environment examines the most pressing social, cultural, and political impacts of LCCs on society in different contexts around the world.     The rapid and widespread of COVID-19 has caused severe multifaceted effects on society but differently in women and men, thereby preventing the achievement of gender equality (the 5th sustainable development goal of the United Nations). This study, using data of 355 teleworkers collected in Hanoi (Vietnam) during the first social distancing period, aims at exploring how (dis)similar factors associated with the perception and the preference for more home-based telework (HBT) for male teleworkers versus female peers are. The findings show that 56% of female teleworkers compared to 45% of male counterparts had a positive perception of HBT within the social distancing period and 63% of women desired to telework more in comparison with 39% of men post-COVID-19. Work-related factors were associated with the male perception while family-related factors influenced the female perception. There is a difference in the effects of the same variables (age and children in the household) on the perception and the preference for HBT for females. For women, HBT would be considered a solution post-COVID-19 to solve the burden existing pre-COVID-19 and increasing in COVID-19. Considering gender inequality is necessary for the government and authorities to lessen the adverse effects of COVID-19 on the lives of citizens, especially female ones, in developing countries.

    During the COVID-19 period and particularly during lockdown, deviations from nominal operations have shown to become more frequent. To confirm this observation this paper proposes to evaluate the impact of COVID-19, and more generally of crises that lead to a sharp drop in traffic, on the pilot/controller system, especially during the critical approach and landing phases. To study the influence of this type of crisis on flight operations at Charles De Gaulle airport, an existing energy atypicality metric is applied on a reference period before COVID-19 and compared to the COVID-19 period. Whereas the traffic at Charles De Gaulle airport has decreased by around 90% on April 2020, the obtained statistics underlined an increase in the atypical flight ratio of around 50%. This trend can be explained in part by the appearance of glide interceptions from above as a result of trajectory shortenings, and an increase in the proportion of high speed approaches.

    The COVID-19 pandemic has translated in different countries into a variable mix of measures that all had impacts on urban economies and logistics activities. Goods managed to maintain a high level of mobility, thus guaranteeing the supply of cities and limiting the possible effects of shortages. Urban supply chains adapted well to rapidly changing consumption behaviors (one in three consumers who made online food purchases during the first lockdowns in Europe were new to this channel) and changes in supplies to industrial sectors. In the public eye (governments, media, the general public), logistics has become an essential activity and while it has always been strategic for cities, it has become much more visible. To report on these changes, this chapter presents a review of the already quite substantial scientific literature on COVID-19 and freight, develops the case study of Paris, France and discusses policy issues and future directions related to urban logistics and COVID-19.

    International audience; Short food supply chains (SFSCs) are increasingly garnering attention in food systems research, owing to their rising popularity among consumers, producers and policy-makers in the last few decades. Written with the aim to identify research gaps for the Horizon Europe research and innovation programme, this literature review provides a state of play of the definition and characterisation of SFSCs, and of their sustainability. Drawing on hypotheses about SFSC sustainability elaborated in an expert network in France, this review summarises a wide range of papers from various disciplines in the SFSC literature, written in English or French, while specifically highlighting the empirical results derived from European projects. Though the literature tends to generally agree on the social benefits of SFSCs, their economic and environmental impacts typically elicit more heterogeneous outcomes, while their health/nutrition and governance dimensions remain under-explored. Based on this review, recommendations for a future research and innovation programme are outlined, addressing the contribution of SFSCs to agrifood system transition and resilience in the current context of the Covid-19 crisis and of the Green New Deal objectives.

    In spite of the significant effects of COVID-19, UAM operations are still expected to grow smoothly and healthily in the near future. If such dense UAM traffic relies on tactical planning to resolve conflicts in a decentralized control scheme, urban airspace could soon be heavily congested and airspace complexity could be overwhelming. In this paper, we propose a Quasi-dynamic Air Traffic Assignment (QATA) model, which aims to allocate traffic flows among air routes in the planning horizon in order to organize UAM traffic flows and reduce air traffic congestion and complexity within a centralized strategic planning scheme while meeting the demand and respecting some criteria. Firstly, UAM traffics are modeled as flows that operate on a 3D two-way UAM route network. Next, the QATA problem is formulated as an optimization problem involving network dynamics to minimize the air traffic complexity evaluated by the linear dynamical system and congestion defined by traffic density and energy consumption. A simulation-based rolling horizon framework is introduced to decompose the QATA problem into several modified static air traffic assignment problems in each time interval. In order to overcome the limitations of conventional dynamic traffic assignment algorithms, a simulated annealing algorithm using parallel computing and a novel neighborhood generation strategy is proposed to efficiently optimize the problem. By applying the model to a pre-designed large-scale UAM route network in Singapore's urban airspace, Experimental studies demonstrate the performance of the proposed framework and its applicability. Parallel computing can achieve up to three times faster than the original algorithm. The proposed algorithm significantly reduces the value of the objective function by (32.20 ± 0.29)% in 143.47 ± 3.74 seconds at the 95% confidence interval of 100 experiments, far better compared to the representative conventional dynamic traffic assignment algorithms. This study could be useful to assist air traffic control responsibilities and air navigation service providers in addressing various issues in unmanned traffic management.

The proposed methodology is applied at the engineering school Polytech’Lille in the North of France. Results show that the BIM model provides valuable services to the administration by integrating the safety measures in a 3D environment and checking the compatibility of these measures and their improvement. The use of the questionnaire allows the administration to collect students’ feedback about their commitment to safety measures and their suggestions to improve these measures. This paper presents a comprehensive methodology for evaluating and improving the anti-Coronavirus (COVID-19) measures in higher education establishments. The methodology combines the use of: (1) Building Information Modeling (BIM) for the integration and control in a 3D graphic environment the anti-COVID-19 safety measures (2) a questionnaire to collect the students’ commitment to safety measures and their suggestions to improve these measures

    _; This proposal adopts a holistic approach to strategic transport investment by discussing the wider economic impacts (WEIs) analysis method in terms of several dominant and emerging methods. The WEIs analysis goes beyond the effects captured in a standard cost-benefit analysis (CBA). A CBA addresses the market for transport services and infrastructure access but neglects the wider impacts on other markets. These wider impacts usually relate to agglomeration, market power, and the behavioral adaptions of firms and households. The high uncertainty in land use changes indicates that WEIs tend to occur in different forms on multiple spatial scales, varying by place and time. Additionally, some activities, such as education, have no direct market value, but may indirectly contribute to the overall economic output and human capital development in cities and regions. Given that the conventional elasticity methods are not goal oriented, it is important to ensure that the WEIs analysis accounts for the stakeholder-specific costs and benefits. Assuming that it is possible to consider all WEIs through theoretical models, major efforts should focus on establishing and maintaining appropriate methodologies and tools. The social and environmental data needed to address biodiversity issues should also be improved and promoted. Complementary to the WEIs, understanding how the behavior of agents changes in response to the new transport options will help clarify the long-term implications of transportation. This will suggest new strategies (territorial appropriation), approaches/ techniques to feasibility, and ?place-based? interrelations, that is, specific interrelations in places. This last aspect is especially important in the current context of the COVID-19 pandemic, which has affected and will likely change transportation behaviors and transport demand in the dynamic future.

By purposefully using the notion of contestation, it sets out to identify various views on how space should be allocated across different transport modes and non-transport activities, as well as the various ways through which they are made material. Who has an interest in contesting road space arrangements or proposed changes? What are these claims about? How are they mobilized? To what extent are these claims channelled by formal consultation and decision-making processes? What similarities can be found across cities? How are these views represented at EU level? Drawing on an original qualitative dataset, the report includes an up-to-date analysis of how the contestation of street space enfolds across five cities - London, Constanta, Malmö, Lisbon and Budapest - and at EU level. Content: An up-to-date analysis of how the contestation of street space enfolds across five cities - London, Constanta, Malmö, Lisbon and Budapest - and at EU level ; Appendices : the detailed, supporting analysis for each of the five cases (“city portraits”), two sets of recommendations produced by ECF (European Cyclists Foundation) of how existing EU and Member states legislation should be revised in order to accommodate cycling.The revsions reflect the chnages taking place in the context of COVID-19 crisis across the 5 cities. Each city portrait has been updated (mainly section 4 about motivations and section 6 about future scenarios). Similarly, the cross-findings report was revised (the literature review, cross-findings about motivations and cooperation between public authorities and NGOs, developments taking place in the EU multi-level governance framework). The reference list was revised and updated as well across all sections.

    International audience; Smart mobility is poised to cause a socio-economic transition of transportation systems in cities (Garau et al., 2016; Lyons, 2018). As part of this transition, Automated Vehicles (AV) integration in public transport requires further investigation regarding the implications on the transport ecosystem (González-González et al., 2020). This has also become a prime concern because of the current Covid-19 situation. Indeed, the guidelines to restrict the pandemic that shrunk the global economy by 4.4% in 2020 have caused acute disruptions in public transport (The world bank 2020). The pandemic crisis also highlighted the vulnerabilities of the public transport ecosystem. It became more crucial to ensure accessible, safe, and reliable services (Liu et al., 2020; Jenelius and Cebecauer 2020). Thus, automated minibuses could provide a solution to the unsustainability of the transport sector and increase public transport competitiveness. Indeed, the introduction of on-demand, door-to-door, shared automated vehicles could reduce car-ownership, impact travel behaviour, enhance public transport services, and eventually lead to smart and livable cities (Nogués et al., 2020). To better ensure that this mode of transport achieves its potential, key stakeholders should be equipped with the tools to guide them in embedding the automated minibus in the future city (Medina-Tapia and Robusté 2019).This paper suggests possible future scenarios future scenarios of automated minibuses deployment and calculates the environmental impact through externalities caused by these modal shifts (from traditional transport to automated minibuses).Thus, the research tries to answer the question: What is the potential impact of the transition from traditional transport to new mobility (automated minibuses) in European cities?

    The rapid and widespread of COVID-19 has caused severe multifaceted effects on society but differently in women and men, thereby preventing the achievement of gender equality (the 5th sustainable development goal of the United Nations). This study, using data of 355 teleworkers collected in Hanoi (Vietnam) during the first social distancing period, aims at exploring how (dis)similar factors associated with the perception and the preference for more home-based telework (HBT) for male teleworkers versus female peers are. The findings show that 56% of female teleworkers compared to 45% of male counterparts had a positive perception of HBT within the social distancing period and 63% of women desired to telework more in comparison with 39% of men post-COVID-19. Work-related factors were associated with the male perception while family-related factors influenced the female perception. There is a difference in the effects of the same variables (age and children in the household) on the perception and the preference for HBT for females. For women, HBT would be considered a solution post-COVID-19 to solve the burden existing pre-COVID-19 and increasing in COVID-19. Considering gender inequality is necessary for the government and authorities to lessen the adverse effects of COVID-19 on the lives of citizens, especially female ones, in developing countries.

    During the COVID-19 period and particularly during lockdown, deviations from nominal operations have shown to become more frequent. To confirm this observation this paper proposes to evaluate the impact of COVID-19, and more generally of crises that lead to a sharp drop in traffic, on the pilot/controller system, especially during the critical approach and landing phases. To study the influence of this type of crisis on flight operations at Charles De Gaulle airport, an existing energy atypicality metric is applied on a reference period before COVID-19 and compared to the COVID-19 period. Whereas the traffic at Charles De Gaulle airport has decreased by around 90% on April 2020, the obtained statistics underlined an increase in the atypical flight ratio of around 50%. This trend can be explained in part by the appearance of glide interceptions from above as a result of trajectory shortenings, and an increase in the proportion of high speed approaches.

    The COVID-19 pandemic has translated in different countries into a variable mix of measures that all had impacts on urban economies and logistics activities. Goods managed to maintain a high level of mobility, thus guaranteeing the supply of cities and limiting the possible effects of shortages. Urban supply chains adapted well to rapidly changing consumption behaviors (one in three consumers who made online food purchases during the first lockdowns in Europe were new to this channel) and changes in supplies to industrial sectors. In the public eye (governments, media, the general public), logistics has become an essential activity and while it has always been strategic for cities, it has become much more visible. To report on these changes, this chapter presents a review of the already quite substantial scientific literature on COVID-19 and freight, develops the case study of Paris, France and discusses policy issues and future directions related to urban logistics and COVID-19.

    International audience; Short food supply chains (SFSCs) are increasingly garnering attention in food systems research, owing to their rising popularity among consumers, producers and policy-makers in the last few decades. Written with the aim to identify research gaps for the Horizon Europe research and innovation programme, this literature review provides a state of play of the definition and characterisation of SFSCs, and of their sustainability. Drawing on hypotheses about SFSC sustainability elaborated in an expert network in France, this review summarises a wide range of papers from various disciplines in the SFSC literature, written in English or French, while specifically highlighting the empirical results derived from European projects. Though the literature tends to generally agree on the social benefits of SFSCs, their economic and environmental impacts typically elicit more heterogeneous outcomes, while their health/nutrition and governance dimensions remain under-explored. Based on this review, recommendations for a future research and innovation programme are outlined, addressing the contribution of SFSCs to agrifood system transition and resilience in the current context of the Covid-19 crisis and of the Green New Deal objectives.

    In spite of the significant effects of COVID-19, UAM operations are still expected to grow smoothly and healthily in the near future. If such dense UAM traffic relies on tactical planning to resolve conflicts in a decentralized control scheme, urban airspace could soon be heavily congested and airspace complexity could be overwhelming. In this paper, we propose a Quasi-dynamic Air Traffic Assignment (QATA) model, which aims to allocate traffic flows among air routes in the planning horizon in order to organize UAM traffic flows and reduce air traffic congestion and complexity within a centralized strategic planning scheme while meeting the demand and respecting some criteria. Firstly, UAM traffics are modeled as flows that operate on a 3D two-way UAM route network. Next, the QATA problem is formulated as an optimization problem involving network dynamics to minimize the air traffic complexity evaluated by the linear dynamical system and congestion defined by traffic density and energy consumption. A simulation-based rolling horizon framework is introduced to decompose the QATA problem into several modified static air traffic assignment problems in each time interval. In order to overcome the limitations of conventional dynamic traffic assignment algorithms, a simulated annealing algorithm using parallel computing and a novel neighborhood generation strategy is proposed to efficiently optimize the problem. By applying the model to a pre-designed large-scale UAM route network in Singapore's urban airspace, Experimental studies demonstrate the performance of the proposed framework and its applicability. Parallel computing can achieve up to three times faster than the original algorithm. The proposed algorithm significantly reduces the value of the objective function by (32.20 ± 0.29)% in 143.47 ± 3.74 seconds at the 95% confidence interval of 100 experiments, far better compared to the representative conventional dynamic traffic assignment algorithms. This study could be useful to assist air traffic control responsibilities and air navigation service providers in addressing various issues in unmanned traffic management.
