    International audience; How do we talk about confinement? What words and phrases do we use? Who do we declare responsible for the decision to call a lockdown that confines us to our homes and severely restricts our movements? What kind of traces will we keep to remember this period by in the future? This article presents the research project and collaborative challenge “Windows on Confinement” is to systematically take photos of the messages that we observe in the public space, in shop-windows, or on public buildings, during the brief outings we are allowed, and then share them on social networks (#WindowsInLockdown) or on a collaborative platform.; Comment parlons-nous du confinement ? Avec quels mots et quelles phrases ? Qui nommons nous comme responsables de la décision de confinement qui nous contraint à rester chez nous et à limiter le plus possible nos déplacements ? Quels documents garderons-nous pour témoigner de cette période dans le futur ? Cet article présente le projet de recherche et défi collaboratif « Nos vitrines parlent à l’heure du confinement » qui constituait lors des brèves sorties autorisées, à prendre de manière la plus systématique possible des photographies en gros plan et en mode paysage des messages apposés par les commerçants dans leurs vitrines, par les responsables de lieux publics non-commerçants sur leurs façades ou par les citoyens sur leurs fenêtres privées et de les partager sur les réseaux sociaux ou sur une plateforme collaborative dédiée.

    International audience; Cet article retrace l'apparition chronologique des parties prenantes qui mettent sur pied, tous les quatre ans, les Jeux olympiques modernes. Toutes ces parties prenantes forment aujourd'hui un système (olympique) dont la gouvernance s'est considérablement complexifiée au fil des olympiades et qui ne saurait être aujourd'hui uniquement hiérarchique (sous l'égide du Comité international olympique ou sous le contrôle des Etats) ou gouverné par le seul marché (représentés par les sponsors et les diffuseurs). L'article suggère une gouvernance collaborative qui intègre toutes les parties prenantes et notamment celles qui ont récemment pris beaucoup d'importance : les athlètes d'élite, les groupes citoyens et les ordres judiciaires, ainsi que les gouvernements locaux, régionaux et nationaux qui voient leurs rôles traditionnels de plus en plus renforcés dans le système olympique du XXIe siècle. Le Comité international olympique (CIO) a été créé en 1894 à l'issue d'un congrès organisé à Paris pour le rétablissement des Jeux olympiques. Depuis, il a fait en sorte que ces Jeux soient organisés tous les quatre ans dans une grande ville d'Europe ou des Etats-Unis, puis du monde entier (sauf pendant les deux guerres mondiales, en 1916, 1940 et 1944). La seule exception à ce rythme quadriennal est fournie par les Jeux prévus à Tokyo pour l'été 2020 et qui ont été reportés à l'été 2021 (tout en gardant le nom de « Tokyo 2020 ») à cause de la pandémie de Covid-19 qui se déclara au début 2020. Dès ses débuts, le CIO fut rejoint par d'autres organisations sportives qui contribuent à l'organisation des Jeux olympiques (d'été) (ainsi que des Jeux d'hiver depuis 1924 et des Jeux de la jeunesse depuis 2010) et qui sont aujourd'hui les parties prenantes d'un véritable système inter organisationnel en réseau qui s'est considérablement complexifié au fil du temps.

    International audience; The COVID-19 pandemic brings to light an obvious fact that has been forgotten for 20 years: health cannot be treated as a commercial good, and consequently, hospitals cannot be managed like companies. The current situation should help us to conceive of a different hospital for tomorrow. However, the problem of the hospital is more structural than cyclical. Onwhat basis can these principles be rethought? After a diagnosis of the structural blockages in hospitals, principles are put forward to propose the bases of a hospital management renewed by the values of care.; La pandémie du Covid-19 a fait apparaître une évidence oubliée depuis 20 ans : la santé ne peut pas être traitée comme un bien marchand, et donc, l’hôpital ne peut pas être géré comme une entreprise. L’événement conjoncturel que nous vivons doit mieux aider à penser un autre hôpital pour demain. Or, la problématique de l’hôpital est plus structurelle que conjoncturelle. Mais sur quellesbases pourraient être repensés ces principes ? Après un diagnostic des blocages structurels des hôpitaux, nous proposons les fondements d’un management hospitalier renouvelé par les valeurs du soin.

    International audience; This article examines how France, a model of centralism, responded during the first phase of the Covid-19 crisis between January and October 2020. The theoretical framework of intergovernmental relations is mobilized to reflect on the successes and failures of our administrative-political system in the face of the pandemic. The article is based on a qualitative and quantitative analysis of reports and speeches published by institutional actors during the crisis and shows relations in permanent tension between hyper-centralization and the development of a more flexible and reactive horizontal governance.; Cet article étudie la façon dont la France, modèle de centralisme, a réagi lors de la première phase de la crise de la Covid-19 entre janvier et octobre 2020. Le cadre théorique des relations intergouvernementales est mobilisé pour réfléchir les réussites et les échecs de notre système administrativo-politique face à la pandémie. L’article s’appuie sur une analyse qualitative et quantitative des rapports et discours publiés par les acteurs institutionnels pendant la crise et montre des relations en tension permanente entre une hyper-centralisation et le développement d’une gouvernance horizontale plus souple et réactive.

    En Amazonie, l’une des régions du Brésil les plus touchées par l’épidémie de COVID-19, les statistiques épidémiologiques publiées par les autorités brossent un tableau de la crise sanitaire qui interroge, car il ne considère pas ou trop partiellement le sort des populations issues des minorités ethniques et culturelles qui habitent la région. Au cours de la première vague épidémique (de février à juillet 2020), une équipe de 11 chercheurs a recensé et analysé la mobilisation des populations autochtones et quilombolas, et leur appropriation de l’outil statistique, pour apparaître dans les chiffres officiels. En réaction à ces mobilisations, les bulletins épidémiologiques publiés par les États et les communes amazoniennes ont fortement évolué d’un mois sur l’autre, faisant apparaître différentes lectures de la crise sanitaire, ancrées dans les imaginaires et les enjeux de pouvoir des régions amazoniennes. L’analyse met en évidence ce combat, discret mais essentiel, des minorités ethniques du pays, pour que soient actées, par les chiffres et dans les discours, les conséquences de l’épidémie sur leurs populations. In Amazonas, one of the regions of Brazil most affected by the COVID-19 epidemic, epidemiological statistics published by authorities paint a picture of the health crisis that must be called into question, as it does not or only partially considers the situation of ethnic and cultural minorities living in the region. During the first wave of the pandemic (from February to July 2020), a team of 11 researchers documented and analyzed the protests of Indigenous populations and quilombolas and their appropriation of statistical tools, to appear in the official statistics. As a response to these protests, epidemiological updates published by the states and Amazonian municipalities evolved greatly from one month to the next, reflecting the different interpretations of the health crisis anchored in the imaginations and power interests of Amazonian regions. The analysis underscores the subtle but essential fight of the country’s ethnic minorities to ensure that the consequences of the epidemic on their population are recorded both in the official numbers and in policies.

    L'épidémie de Covid-19 survenue en mars 2020 a mobilisé tous les personnels des hôpitaux les plus touchés et a contraint leur administration à suspendre les restrictions budgétaires pour accueillir l'afflux de malades. À partir d'une enquête qualitative menée dans deux hôpitaux d'Îlede-France et du GrandEst , cette contribution montre ce qu'a représenté ce moment critique pour les personnels de ces institutions. Les auteurs mettent en évidence les ressorts d'un service public qui est confronté à des besoins débordant ses capacités. Dans ce contexte, les personnels ont consenti à fournir un surtravail et à s'investir dans leur mission sans compter, bien au-delà de ce que prévoient les règlements. Cet engagement trouve sa source dans l'intériorisation de la norme du travail bien fait et dans l'attachement à des collectifs de travail qui ont porté les agents durant cette période. Les rapports de domination entre catégories de personnels et entre services hospitaliers n'ont pas pour autant disparu et ont resurgi avec d'autant plus d'acuité une fois la crise passée. The COVID-19 pandemic which first reared its head in March 2020 rallied all the staff in the most affected hospitals and forced their administrations to halt budgetary restrictions in favour of admitting the influx of sick people. According to a qualitative study carried out in two Ile-de-France and Grand-Est hospitals, this article shows what this critical moment represented for the staff in these institutions. The authors highlight the resilience of a public service that is confronted with needs that go beyond its capabilities. In this regard, the staff members agreed to take on an overwork and go above and beyond in their mission, past what the regulations usually allow. This commitment is due to the internalisation of the high standard of work performance and the attachment to work collectives that supported the staff members through this period. The relations of domination between categories of staff and between hospital services did not altogether disappear, they resurfaced more sharply once the crisis had passed.

This article presents the research project and collaborative challenge “Windows on Confinement” is to systematically take photos of the messages that we observe in the public space, in shop-windows, or on public buildings, during the brief outings we are allowed, and then share them on social networks (#WindowsInLockdown) or on a collaborative platform.; Comment parlons-nous du confinement ? Avec quels mots et quelles phrases ? Qui nommons nous comme responsables de la décision de confinement qui nous contraint à rester chez nous et à limiter le plus possible nos déplacements ? Quels documents garderons-nous pour témoigner de cette période dans le futur ? Cet article présente le projet de recherche et défi collaboratif « Nos vitrines parlent à l’heure du confinement » qui constituait lors des brèves sorties autorisées, à prendre de manière la plus systématique possible des photographies en gros plan et en mode paysage des messages apposés par les commerçants dans leurs vitrines, par les responsables de lieux publics non-commerçants sur leurs façades ou par les citoyens sur leurs fenêtres privées et de les partager sur les réseaux sociaux ou sur une plateforme collaborative dédiée.

    International audience; Cet article retrace l'apparition chronologique des parties prenantes qui mettent sur pied, tous les quatre ans, les Jeux olympiques modernes. Toutes ces parties prenantes forment aujourd'hui un système (olympique) dont la gouvernance s'est considérablement complexifiée au fil des olympiades et qui ne saurait être aujourd'hui uniquement hiérarchique (sous l'égide du Comité international olympique ou sous le contrôle des Etats) ou gouverné par le seul marché (représentés par les sponsors et les diffuseurs). L'article suggère une gouvernance collaborative qui intègre toutes les parties prenantes et notamment celles qui ont récemment pris beaucoup d'importance : les athlètes d'élite, les groupes citoyens et les ordres judiciaires, ainsi que les gouvernements locaux, régionaux et nationaux qui voient leurs rôles traditionnels de plus en plus renforcés dans le système olympique du XXIe siècle. Le Comité international olympique (CIO) a été créé en 1894 à l'issue d'un congrès organisé à Paris pour le rétablissement des Jeux olympiques. Depuis, il a fait en sorte que ces Jeux soient organisés tous les quatre ans dans une grande ville d'Europe ou des Etats-Unis, puis du monde entier (sauf pendant les deux guerres mondiales, en 1916, 1940 et 1944). La seule exception à ce rythme quadriennal est fournie par les Jeux prévus à Tokyo pour l'été 2020 et qui ont été reportés à l'été 2021 (tout en gardant le nom de « Tokyo 2020 ») à cause de la pandémie de Covid-19 qui se déclara au début 2020. Dès ses débuts, le CIO fut rejoint par d'autres organisations sportives qui contribuent à l'organisation des Jeux olympiques (d'été) (ainsi que des Jeux d'hiver depuis 1924 et des Jeux de la jeunesse depuis 2010) et qui sont aujourd'hui les parties prenantes d'un véritable système inter organisationnel en réseau qui s'est considérablement complexifié au fil du temps.

    International audience; The COVID-19 pandemic brings to light an obvious fact that has been forgotten for 20 years: health cannot be treated as a commercial good, and consequently, hospitals cannot be managed like companies. The current situation should help us to conceive of a different hospital for tomorrow. However, the problem of the hospital is more structural than cyclical. Onwhat basis can these principles be rethought? After a diagnosis of the structural blockages in hospitals, principles are put forward to propose the bases of a hospital management renewed by the values of care.; La pandémie du Covid-19 a fait apparaître une évidence oubliée depuis 20 ans : la santé ne peut pas être traitée comme un bien marchand, et donc, l’hôpital ne peut pas être géré comme une entreprise. L’événement conjoncturel que nous vivons doit mieux aider à penser un autre hôpital pour demain. Or, la problématique de l’hôpital est plus structurelle que conjoncturelle. Mais sur quellesbases pourraient être repensés ces principes ? Après un diagnostic des blocages structurels des hôpitaux, nous proposons les fondements d’un management hospitalier renouvelé par les valeurs du soin.

    International audience; This article examines how France, a model of centralism, responded during the first phase of the Covid-19 crisis between January and October 2020. The theoretical framework of intergovernmental relations is mobilized to reflect on the successes and failures of our administrative-political system in the face of the pandemic. The article is based on a qualitative and quantitative analysis of reports and speeches published by institutional actors during the crisis and shows relations in permanent tension between hyper-centralization and the development of a more flexible and reactive horizontal governance.; Cet article étudie la façon dont la France, modèle de centralisme, a réagi lors de la première phase de la crise de la Covid-19 entre janvier et octobre 2020. Le cadre théorique des relations intergouvernementales est mobilisé pour réfléchir les réussites et les échecs de notre système administrativo-politique face à la pandémie. L’article s’appuie sur une analyse qualitative et quantitative des rapports et discours publiés par les acteurs institutionnels pendant la crise et montre des relations en tension permanente entre une hyper-centralisation et le développement d’une gouvernance horizontale plus souple et réactive.

    Ce rapport s’appuie sur les résultats du projet "Kids’ Digital lives in Covid-19 Times(KiDiCoTi)", mené par le Centre commun de recherche de la Commission européenne (JointResearch Center - JRC) en collaboration avec l'UNICEF et de différents centres oulaboratoires de recherche européens des pays participants. L'objectif de l’étude KiDiCoTiest de comprendre comment les enfants, les jeunes et leurs parents s'engagent dans latechnologie numérique, et d'identifier les avantages et les risques potentiels associés àleurs usages numériques connectés, pendant la période de confinement liée au Covid-19du printemps 2020, en comparaison avec les usages qui étaient les leurs avant cettepériode.
